Do you know why most other support sets don't rely completely on power pools?

Because their own powers are better.

Complaining that if the powers could be used solo it would mess up your build is ridiculous, because it would only change your build for the better.

If you want to solo why on earth are you playing Empathy in the first place?

It doesen't even make any sense conceptually: You can't really empathize much with yourself.

Because one is tired of waiting for a team and does not have the energy to form and lead one? Or, you know... because they want to. What's it to you?

Why would one have to conceptually stay true to the name of the set? Should all the blood, oil, whatever blasters recolor their powers back into water?

Besides absorb pain, I don't really see much in the set that screams emotional support... Even that is a stretch.

Those are my couple of reasons. A team will not always be available, thus a character who needs a team all the time cannot be played at my leisure if I can't play it by myself. Since one of the things that ruins my fun faster than anything else is having to play to someone else's schedule, I can only ever play characters that I don't expressly NEED others to do anything with.

I'm sorry, here I thought that the "opposite of what we need" would be making people feel they are being forced into a play style they don't enjoy. People who want to team will. Those who don't will quit if the game starts forcing them to team.
