No. Ultimate Game Cards are good for several games, but not CoH.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

you can also buy time cards at best buy and frys. I've also bought them from amazon and ebay. some online stores sell them, but I suggest to check the store address. If it isnt in the us, dont buy from them.

You could also use generic Visa gift cards - my local Target has them in a variety of denominations.

I had to go physically find the NCSoft time cards in Best Buy, myself.
They didn't know what they looked like, and somebody had stuck them into the offline games section instead of the MMO time card section, probably because they have the same case as a PC game and the most prominent things on there are the art and game names with a "meant to be obvious" clock symbol and number of days(not very obvious or intuitive, especially to the oblivious) on the bottom quarter.

You may be better off just getting a prepaid Visa or similar card and using that to in lieu of time cards and credit cards.
Or use paypal linked to a savings account. That works.

The default user state on the forums is VIP. When the forums lose touch with the account server it lists you as the default, VIP.
It's probably so that VIPs never get restricted when the forums "hiccup" so often as they do. Though, they still have the "logged out" bug.

Mostly it's a free donation thing people do around here.(We're just that helpful and nice naturally and famous across the US for it.)

So I have been paying with game time cards since then. But now I see that I will probably have to use prepaid debit cards to add time to my account.
I have never trusted PayPal for that or any other payment again.

I've been thinking of subbing up again after a several year vacation from CoX. However, I'm not comfortable putting credit/debit card information out at this point in time and can't seem to find a gamestop where they sell an NCSoft game timecard. Now, I'm asking this here because I don't know where else to ask and searching the knowledge base didn't explain clearly enough, but could I use an Ultimate Game Card as a method of payment?
