Storm set and damage
Gale, not so much, maybe a chance to stun would be nice.
Freezing rain is the most powerful defender debuff. Throw in the Achille's heel proc and it's clearly devastating.
Tornado is pretty strong considering it doesn't miss.
Lightning Storm, I agree, getting hit by gigawatt of energy should do more dmg. I think random chance to rez teammates AND foes would be an interesting tip of the hat to Frankenstein's monster :P

Lightning Storm used to be a BEAST before the pet change...the thing that amazes me is that the Devs refused to do anything about it.

Yeah, lightning storm was probably the single power hardest hit by the pet recharge change. It might warrant some sort of tweak; the rest of the set is pretty good (apart from the freezing rain poofing bug), but LS isn't nearly as nice as it used to be. Fundamentally all the pet does is spam the equivalent of a tier 1 blast - sure, the knock and small AoE effect are nice, but they're mostly minor benefits (you can try to leverage the AoE by herdicaning, but that's still slow compared to just blasting them).
If I were to tweak lightning storm, I would probably add a tiered-radius effect similar to what shield charge/lightning rod/etc do - have about 2/3rds of the current damage, the guaranteed mag 1 knock and the afraid stay at the current 5 foot radius, and give the other 1/3rd of the damage, a moderate chance to knock*down*, and the endurance drain/-recovery a 15 foot radius. Net effect is no change for targets already within the 5 feet radius, but a bit of splash damage, drain, and chance for knockdown for targets outside that.

I do wish they hadn't nerfed Lightning Storm. The faster recharge on the bolts was great for area denial.
If they buff Freezing Rain, then Phantom Army, Fulcrum Shift and the rad toggles might come around asking for handouts too.

I really, really miss the old Lightning Storm. It had an epic feel the new one just doesn't equal.
What I wish it had was a 15ft PBAoE damage power that used Thunderclap's animation and sound. I looove the Thunderclap sound effect, I think it is my favorite in the game.
The only tip I can give to give Lightening storm more oomph is to use enhancement catalysts or boosters. I have most of my IO set in LS boosted up +5.
NCSOFT may take away our servers and beloved dev team, but they can't break our spirit and community. with all your power, NCSOFT, your victory will be bitter-sweet. I, personally will be there to laugh at you when you face-plant into the ground.

Not too thrilled about my Nimbus (reminds me of a stationary Voltaic Sentinel) but stack-and-lock; you should be good. Or just use it as a KB bodyguard.

Everything can use more anything.... but storm is fine as is. But, add damage to it. I have a lvl 50+3 earth/storm troller. Earth has low damage and storm has great damage (for a debuff set). This makes the guy a DPS machine. If you wanted to add "damage" to any debuff power set, I'd say add Res Debuff to it (storm has really good Res Debuff). Res Debuff = more damage.

I think it would be cool if Lightning Storm did a chain effect, even if it was only a small amount of damage to additional targets and maybe only a couple of extra targets. That would give it a bit of a damage boost and help to hit more targets at the same time.

Well that's going into another direction. You can't compare Storm with any of those sets BUT I see what you are saying. I think in General though the Devs should of addressed the pet fix issue with everyone back then not just Stormies.
