Cognitive interface?
Can you provide us more info? Are you talking strictly about the confuse portion only? Remember this only affects damage powers, and it only lasts 4 seconds. You will see yellowish bubbles when they are affected by it, either the confuse or the damage.
They might just turn towards a fellow enemy and not attack during those 4 seconds.

I picked this power too on my Kat/ELA Brute and have been unimpressed. I was hoping to see it proc off my lightning field damage aura. But as JayboH says, I think the confuse duration is so short that it apears nothing happens. I don't think I've ever seen enemies attack one another from this. I am going to wait and see if the Psi damage is any good before I decide Cognitive really sucks. Right now I just think it mostly sucks.

the confuse effect is also i believe mag 1 or 2, i think it has to proc twice in order to actually confuse anything that does not resist confuse
also mentioned the duration on the confuse is very short too, like 4-8 sec
it works best if you have a lot of fast firing attacks, although usually by the time the confuse takes effect minions are usually dead anyway
I think confuse mag is only 2 so it only works on the minions if it actually happens. Not a very good choice for Brute to be honest.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
Unless you already have Confuse powers or some pretty righteous AoEs; you're probably not going to get much out of the mez portion of Cognitive.
I use it on a plant/storm and even with all of the spam-AoE from both sets; it would do me little good without having Seeds as both foundation and filler.

It's pretty fabulous with Arctic Air but even with that and the Contagious Confusion proc slotted you still won't confuse all enemies all of the time. I think the duration is a little low. Paired with AA I do notice bosses getting confused sometimes though.

I recently picked up t4 Cognitive on my (melee oriented) Arch/Ment and I love it. 6 slotted WoC (Coercive Persuasion) and Clarion Radial leads to some pretty great mitigation via confusion. This is now my main Interface for soloing 54x8's, I use Degen or Reactive against GM's or missions/TFs/etc. with AV fights where I feel the -HP would be more helpful... But either way I wouldn't recommend Cognitive unless you have another source of confusion. I also still need to pick up Megalomaniac on my Blaster, when that and the Control Hybrid are added into the mix I can see Cognitive being even more beneficial for my purposes.
Thanks guys for all the replies. What I've understood so far is that it works best with another confuse power such as AA or even my deceive. Only problem is deceive is single target and the animation is kinda slow to spam. So what i'm thinking is i should just prob go with a diff interface. Btw thanks for letting me know it was a small yellow dot's for the animation, now that i think of it, the power has probably hit several times I was just expecting the purple dots instead of yellow dots.
Cognitive Interface is really good on any build that can throw LOTS of attacks in very short amounts of time (re: Masterminds). Unless you've got a "buzzsaw" build that simply spams a lot of very fast animating attacks, you're pretty much never going to see Cognitive confusing anything other than Minions and Rikti Monkeys. The key way to leverage Cognitive is to "throw LOTS of dice" at a target (near) simultaneously to leverage stacking of the Confuse proc.
Mind you, being able to do this with Teammates who also use Cognitive can prove exponentially effective. This then turns into another case where Solo you might not get much out of Cognitive, but on a team, with someone else also using Cognitive, you'll get a lot more return on investment. Cognitive is (more than) a bit like Leadership Toggles in that respect ... in that it gets more powerful when more people use (and stack) it.

I get pretty phenomenal amounts of enemy chaos from it, but my plant/thorn/fire dom is extremely AoE heavy, and backed up by Seeds. Still, it's easy enough to see the different confuses; one's purple and the other's yellow. But yes, I see it fire a lot, and with reinforcement via multiple AoE attacks, it works quite well. Is especially amusing seeing stacked thorntrops and RoF cause absolute chaos.

I know this. What am I supposed to do here? Agree with the apparent majority, declare that it sucks and change it? *shrugs* A pity I'm so contrary.
As I previously stated, I have a lot of AoE on the character. The Cog confuse goes off a lot. I've kept secondary mobs well-confused while spamming Seeds on my primary targets. I don't rely on it to make mobs attack each other, though that happens despite the short duration. It works just fine as additional mitigation, which is all I really use Seeds for, anyway. Certainly works better in that regard than, say, Spectral, which I use on another character. All that does cc-wise is immobilize.
I'm hardly advocating that everyone chage to Cognitive on the spot. I only use it on one character. Other people have speculated here that a very AoE heavy toon might get decent mileage out of it. I'm simply verifying that they can.
Edit: as a side note, no, Spectral is not purple-anything. It's gold and black. Very boring, like all the Interface effects, imo.

Ok so I took cognitive for the interface on my ill/storm, how ever it's yet to work on any one baddie. I have it tier 3 at 16% per hit, meaning it should at least hit 1 out of 10. If anyone can shed some light on this power please let me know before i waste more time on it.
