There are already quite a lot of substantial benefits for premium players as they climb the rewards tree. The devs WANT players to subscribe. That is, after all, how they make most of their revenue. So they offer various benefits to subscription, including some exclusive benefits, like Incarnate powers. Subscribing is supposed to be a very attractive option. If there's a feature someone wants from the game, and they want it enough to subscribe for it - great! Objective accomplished. If not Incarnate powers, what extremely desirable feature would you rather give up while premium to make VIP remain attractive to the game's best customers?
It's messages like this one (and there are plenty more) that show people have lost the capacity to actually read something that's longer than a Twitter post.

Seriously. We've gone from "Pay or no play" to "Don't pay and get most of the game, or pay and get a few nice things on top of it." Premium doesn't need a boost.
Wanted: Origin centric story arcs.
If you've only played an AT once (one set combo) and "hate" it - don't give up. Roll a different combo. It may just be those sets not clicking for you.

Yes. Preemies have paid money. Some more than others.
They deserve something.
They've GOTTEN something. Their Paragon Rewards tokens, whatever points are in their account and anything they've paid to perma-unlock.
On TOP of that, they get to play everything BUT the Incarnate stuff and SSAs FOR FREE!
But you don't think they're getting their money's worth? You're getting all that for $0.00 a month. Where as, before, at that price, you got JACK SQUAT! And had to LIKE it that way!
If you want the Incarnate stuff, pay the $12-15/month (depending on your sub length and how hard you go after discounted time). Plain and simple.
If you don't want to pay the $12-15/month? Fine. Be happy with the massive amount of stuff you're getting for free.
Don't like those options? Take the third option.
Go pay to play ANOTHER game!
Or the fourth
Go NOT pay to play another game that gives you nothing or at least nothing close to what CoH does. Then come back once you're more appropriately educated and grateful.
What I find funny are the mental gymnastics both parties have gone thru to justify the validity of their over developed sense of entitlement, and how quickly they resorted to insulting everyone that pointed out the massive holes in their arguments.

Edit: Also, not to put too fine a point on it, but if there were a way I could play my Incarnate characters without subscribing, CoH would not have gotten a dime from me since September of last year.
Why? Because I already have access to everything else for free. Look around at the number of registration dates on the forums that are in 2006 or earlier...all those people have access to everything EXCEPT Incarnates free, for life. If all those people suddenly stopped subscribing because they could earn their way to Incarnates for free, the game would take a SUBSTANTIAL hit to its revenue stream.
And trust me when I say: If you are currently F2P or Premium you do NOT want those players to stop subscribing, because THEY are paying for you to play the damn game. No subscribers = No more game within a year or two.

Subscribers get 400 points a month, that's a new powerset every two months. Not sure what else you need there. Are you trying to come up with a way for non-subscription to be a valid way to have everything in the game? Because, that doesn't seem to be the intent at all, rather, it's exactly the opposite, that only subscription makes sense. Otherwise you are playing a glorified trial account.

If you then add in the free access to power sets that Premiums have to pay for (Time Manipulation, the Dark sets, and Dual Pistols, Electric Control, Demon Summoning, and Kinetic Melee if you didn't buy Going Rogue). Those are $10 each.
The SSA's are $10 each, VIP gets those for free as well. If you wanted to play all 7 of them as a Premium it would cost you $70.
With all the stuff you get for free as a VIP that you would otherwise have to shell out money to get, they are effectively paying US to play.

And, I'll always say it when something VAGUELY about this topic crops up, If someone got what I paid [A LOT OF MONEY] for, for free, then uh .. yeah, there'd be problems. BIG PROBLEMS.
The current model is fine. Leave it alone. It doesn't need discussing.

You do realize that that isn't the only thing VIP's get, right? And you do realize that many VIP's sub in advance so their monthly subs can be as low as $11.95 so even if the only perk was that $5 dollar value that is actually just less than 1/2 our sub fee not 1/3 of what we pay.

The OP seems to feel that he's already invested "enough" money in this game that he should get to play it - all of it, Incarnates included - for free from now on.
