Sorry bud but I think those descriptions just go on whoever is writing it's whim atm. Just look ate the info tab it will tell you the damage of a certain power.
Extreme is, IIRC, supposed to be higher than Superior, but they're not very consistent with it. Fortunately, you can just look at the power's Detailed Info, or pull up Mids Hero Designer, and see the exact numbers rather than relying on poor descriptions.

Do not pay any attention to any adjective used to describe anything in the game. I am self-editing here to not be snarky. But the truth is there is no truth in any adjective used in archetype or power descriptions. To quote Capt. Jack Sparrow "They're more like guidelines."
For accurate information on various achteypes and powers go to Red Tomax's pages (good for 90% of powers, some of the newest stuff are not there), open up the latest MIDs design builder (now updated for the new issue), or open up the power and click details while in game. If any of this seems contradictory or confusing (happens to me sometimes) post a question here on the boards.
Yeah, the "Low", "High", "Extreme", etc values date back to Mr. Emmerts "Number crunching makes the game not fun!" days. At one point, those descriptions were the only way (outside of third party apps and websites) to tell what a power did. If I remember correctly, recharge numbers were as obscure as the damage.
The vague descriptions being left intact (and even added to new powers) is just a throwback to that system, and I don't think anyone would really miss it if it was completely removed.
