But, there are a significant number of Free and Premium players who are, in fact, not paying for the product.
They are getting quite a bit for free. In fact, they are getting the entire damn game circa 2005 for free. The only thing a free player doesn't get for free is the stuff from Issue 8 and later. And they still get the majority of the content released since then for free.

ViP - Better be included in the Sub! After all these years...
Premiums - Must be bought, once purchased can use it forever after.
Any ViP that drops, loses any customization, same as IO's. Unless at the appropriate reward tier.

Caveat: Any VIP that drops to premium loses the ability to customize, but anything they've already customized at that time remains customized.
Sound fair?
I still think it should be free to everyone, but if it HAS to be a storebought/free to VIP thing, I could live with this set up.
