So who shall replace Statesman?
Hopefully no one will. WE as players should be the main protagonists of the game. WE should be doing the great deeds and leading the charge against the forces of evil. We shouldn't be outshined by overpowered Mary-Sue NPCs.

Even with States gone, there's more than suitable replacements for him in the world that can deal with Recluse.

A way that Statesman always fell short of the other two signature Patriotic heros (superman and Cpt America) was that they had more motivating them other then "Protect da innocentz cause I guud."
For Superman, it was not only about protecting his surrogate homeworld after his own was destroyed, but in a way, the earth represented his own unique humanity that no other Kryptonian (Full blooded, anyway..) had. There was a lot more than just "I needz to be guud," for him.
Captain America mostly started out just as shallow as Statesmen is and always has been, but he quickly became a symbol of hope against oppression, and eventually, the compassionate underdog being given a chance to really fight back against the evil that plagued his people and country. His sense of nobility and integrity came from his legitimately honest and genuine heart that he maintained despite being given a body far beyond those of a normal person. He also, despite being granted this body that made him quite a bit better than those around him, grew disciplined and adept at using that body, while Statesmen never seemed to care about any legitimate training, and has even been selfish about his granted and gifted powers to the point he tries to discourage anyone else from gaining them as well. He was basically just OP and loved being made so when he wasn't anything particularly special.
Superman did train some eventually, but the point above is that once given something the weaker men didn't have before, Captain America tried to make maximum use of this potential while Statesman was in a way, lazy with his power. Superman always had his power, and was tempering any excessive or uncontrolled use his whole life anyway.
The two from the establish comic franchises seem more legitimately Noble, better role models for who we want to be. If we had that strong of a mascot in our game, I'd be darn fine with him/her being the face of it. As it stands, however, this cheap hybrid of the two in concept in the form of Statesman just never really measured up, and I didn't really care that he died while playing through the SSA. I was just hoping that the moron running into the obvious trap for the who-knows-now-how-many-times he did that would stay put down.
Replacing Statesman-Sue with Mary Liberty wouldn't really be a step up, either, in my book :P She's honestly one of the other few horrendously flat signature heroes.

Hero-1 would be a good choice, I think, but that's almost too close to the current leader.
If Positron is taking over leadership roles, which it looks like he is, then it's time for some fresh blood. I do agree with Dumpleberry and crew who say that it should be more about the players' characters, but I know that is tough to do when you have billions of characters out there. How do you write a universe where the Phalanx is important, but takes a back seat to every other character made?
While I think that the story of the Freedom Phalanx is a decent on needing to be told, I think that the more pressing stories (at least for the players) is how the various enemy groups are going to try to take advantage of this situation. I am sure that some of the enemy groups have been holding back a little in fear of Statesman and crew, but with the Phalanx in chaos right now, and still possibly losing members, I'm sure that the villain groups will be coming out of the woodwork attempting their plots.
This would open up a lot of stories for villains characters, who should be able to make some decent headway into Paragon City (maybe even taking over a whole zone, like Boomtown from which to launch more nefarious plots). Or at least have them be able to take advantage of the chaos to break into places to steal their stuff.
"Oh, Manticore is heartbroken and distraught? You don't say. Well, it was probably good of me to break into his place and steal all of his toys that remind him of his lost love. Now, where to place all of these exploding arrowheads. That hospital looks all nice and peaceful."
For Heroes, it should be about the player character becoming a bigger part of the world, or at least having it appear that way to that character. Have the world turn to us for a bit while the Phalanx sorts itself out. Make it appear almost overwhelming to the character, as he/she takes on the tasks usually performed by the whole of the Phalanx.
And this would be a great place to introduce some Vigilante/Rogue content, as I think that those types of characters would benefit most from the situation.

From reading the clues from the Story Arc that's been going through, a buddy and I debated that it's possible Hero 1 is returning, so maybe he will retake the mantle Statesman left.

It should be an unknown who appearance should be like the premiere of Duke in the Marvel comics issue 22 back in the 80's(for those who remember), who saved the Joes at General Flagg's funeral from the Rattler plane that was about to kill them off, to me that was a strong introduction for a character when they shot that plane down. Especially with everyone looking at him asking who this guy was and his response was just as strong and to the point. And like that issue should debut another character who is almost as tough and dedicated as he. And through SSA's he earns his place as the new mentor to Paragon City cementing his place in history and a major character in many stories the developers come up with.

I dont mean simply new members of the Freedom Phalanx, but who shall become for lack of a better term, the new lead hero in the Paragon Universe. The fact is, States occupied the same role, as traditionally occupied by Captain America in the Marvel Universe, and Superman in the DC Universe. That is all three were/are the unofficial leaders of the hero community in their respective universes.
Some options,
1) States gets better from being dead. The fact is, over in Marvel and DC, a lot of A-Listers, as well as some B-Listers and C-Listers, have been known to cheat death. At this point every member of the Silver Age Justice League has been dead at some point, only to get better from being dead. And Jean Grey over in Marvel has a frequent customer card with death( appropriate maybe given her codename is Phoenix).
2) Statesmans granddaughter, steps up to the plate either in her current role or different role. I could see a scenario where she takes the lead in resolving the Wade situation (and lets face it, she is the only person with more motivation than Manty, having lost both her mother AND grandfather to Wade). And I could see this scenario ending with her recovering Statesmans powers, becoming Stateswoman.
3) Some other A-lister becomes the new first hero. The best candidate here, I can think of is maybe Positron, or possibly Manty.
4) Finally, some brand new hero emerges to take up the role of first hero.
One point I should make, while power is part of it, that is both States and Superman are among the top powerhouses of their respective universes, with all due respect, Capt. America isnt. What all three had in common is their ability to inspire other heroes, and to provide some sort of moral standard.
