Psychic Judgement?
Well, part of it is that she's a boss and bosses have a much better damage AT mod than players get. Her claw attacks also hit like a train even though their animations indicate they'd be tier 1 and tier 2 powers most likely.
However, as to a psychic judgement, I think Void works pretty well in the absence of a real one. Color it pink, dazzle your foes into submission!
I envisioned that attack as more of a T9 "psychic footstomp" style attack for a melee set. It doesnt have the range or damage or recharge of a judgement (that I've seen anyway)
Also also, pyronic judgement colored pink makes a good "Psy-fire" looking attack as well.
God I hope not, I'm getting pretty tired of spending time getting Incarnate powers only to have more options later.
Which of course wouldn't be a problem if we could respec them, but I'm not holding my breath on that one...

In WWD6, Penny has a massive psychic AoE that does damage on a near judgement-slot scale. Is this a little tease of a new judgement power? Or am I just getting too excited?

Then again, I wouldn't put it past them if they still lowered the damage or gave it a long activation or a bad secondary effect.
A psy judgment would already have enough issues, considering the enemies that do resist it resist it so heavily, and the enemies that do resist it are mostly endgame where judgments would be used. Pretty much any robots and psy based enemies would basically be a giant middle finger to your judgment.

You guys need to remember that a new judgment power is actually like 9 judgment powers due to the tier option possibilities.

I just use Void for my Fortunata (my only Psi based incarnate).
My currently-played fortunata is the main reason why I'm not sure why you guys think a psi judgement would be lower damage than normal. If psi is universally low damage, my fort missed the memo! Blaster psi blast is crap but that seems like an isolated incident. There's the toxic and psi interface powers, yet those have additional effects on top of the damage. Confuse, I can see why they thought that would be strong enough to merit slightly reduced proc damage. -HP, uhhh... the devs aren't perfect. In any case, there doesn't seem to be any current general rule that says psi has to suck. I expect psi judgement would do the same damage as the rest and its radial benefit would be a large -rech bonus.

None of the 4 original judgement powers have unique animations. Particle effects, sure but not animations.

Precognitive and Degenerative's lower damage was specifically due to the potential of exploiting a "less resisted" damage type against specific mobs (Incarnate bosses and Archvillains). This ignores the fact that Psionic and Toxic resists are actually fairly common among NPCs. Psi in particular is HEAVILY resisted by mobs that have protections against it.
Pyronic has the same animation as plain ol' Fireball, so I doubt that's close to the main reason.

For now though, I use a purple/pink colored Void as my psychic stand in on my Fortunata. Mixing up the damage types a little doesn't hurt either.
Don't forget that the devs will make a Toxic/Psionic damage judgement do 80% of the damage of the other Judgements. :/

I currently use Vorpal and play it off as a "speed blitz" move...but I may give Void with knockback a try. Hoping that if I change the color to be dull gray enough to play it off as just swinging my arms back in an arc, smashing all nearby enemies.
