What's the best build? Could someone post it here? Also, could you finance it for me so I can make one myself without actually knowing how to play?

Typical old-game community. Everyone knows everything, but no one will stick their neck out to make a statement or start a discussion when you put down an absolute word like 'best'. They either flame eachother and pretend they were trolling or they post jokes.
You need to upset them intentionally if you really want an answer.
Wait a week or two, then make a thread stating YOU have created the best possible build.
Try. Really try to make the best possible build. Softcap every resist and every defense (or every positional defense) and pull as much damage as you can with a maintained single target chain and a maintained PBAoE chain.
Then let the forum gurus call you a noob and post their 'better' builds. Adapt, incorporate, weigh, and then you will find what you feel is 'the best' build once you've fine tuned it between your own opinions, goals, playstyle, and the raw unarguable math of it.
I always softcap my resists on all my builds. Don't leave mids without it. Softcapped resistance rules.

I mean, it's easy to exceed 90% resistance. So imagine a tank has 100% smashing/lethal resistance. That's reduced to 90%. The tank is then hit with a 100% smashing/lethal resistance debuff. 90% of that debuff is resisted, so it becomes a 10% smashing/lethal resistance debuff.
The question is: Does that mean the tank has 80% resistance now, or 90%?

One build might have the best DPS, and one might have the best survivability, but I guarantee you'll never find both on the same build.
So someone comes up and says "I have the most survivable build! It's the best!" What happens? Someone points out that their build is better because it has more DPS. Golly gee, turns out there's no. such. thing. as the best.
90%. The clamp is the last thing to take effect.

Add in capping health, regeneration, and damage strength, and that would be an even better starting point.

Why would you need stealth if you have capped defense, resist, health, and regen?
It's what separates the best from the bester.

Someone told me that back when I first started playing the game. An AR Blaster I think it was. He spent a lot of time dead, but I can only assume that was because he made too much noise.

When you're on Freedom for the Keyes trial we'll have to find time to try it out. I'm assuming your strategy would be to play like a Wimp and Nova me to death. Do you know if Provoke does -range? My i22 build will be including it again and that'd probably be my best bet to stop you hiding from the clutches of my Gravity Well. I guess the slows would be helpful too but you also have those.
