Fusionette vs Flambeaux

Is there some reason why there's a level lock on these characters? I don't understand why there isn't a universal 1-54 release on all of them? Then again, I'm not AE/Tech savy yet.
My bet is because the devs haven't added all levels/versions for the characters. In the AE, you'll see that for even some 'identical' foes, there are different versions for different levels, usually sporting more/nastier powers and such at higher levels. So there may be a level 1-10 Flambeaux that is spawned in the mayhem missions early on, but there is an entirely different critter that spawns at 45-50. I know for certain the faultline Fusionette is a different critter than the later level one, if only because it's sporting a different model with Vanguard costume elements.

There is a simple enough solution to this. Get their power lists from the wiki, then make a couple of AE characters with those same power choices. Then set them against one another in a knock-down drag-out fight to the finish

Fusionette, by far. Having gone through some of Twinshot's arcs, I will just say that I wish I could put Flambeux on /gignore.

She's Fire/Fire, the same as my main (the Fire Sword is the telltale - it's from the Fire Manipulation secondary set). Which, when my main was starting out and doing the Shining Stars missions, made me think, "I'm kinda redundant on this team..."

Sadly, Flambeaux's entry on ParagonWiki is woefully incomplete. Unless you're referring to a different wiki.

Fusionette's a ditz, and I do love poking fun at her, but she usually pulls through at the end of the day and is a decent person overall.

Flambeaux... Sometimes I wonder how Flambeaux hasn't forgotten how breathing works and died of stupid.

Truth - at least one or two of the high level Villain Morality Missions basically boil down to "beat up/humiliate Flambeaux in the hopes she's go away".
