Red side need team incentives
I don't agree with any of that, to be really frank. Except perhaps the option of auto-finding a server - as long as the player *KNOWS* it's going to the lowest population (at that time) server.
Population "imbalances" between sides only really matter in PVP-based games, and you'll see incentives and server merges for those games to keep that balance going. (And by PVP based, I don't mean "it has some form of PVP," but that "PVP is a core component of the game" - to where character advancement requires PVP to finish missions and the like.)
Wanted: Origin centric story arcs.
If you've only played an AT once (one set combo) and "hate" it - don't give up. Roll a different combo. It may just be those sets not clicking for you.

You can't really force behavior on people, and if you try to manipulate them into it they'll just find workarounds for it.

I see where your coming with this but people don't like being made to play somewhere.
Villain side does need more love tho tbh, people need to look at why they go to hero side and not villain...if it's just down to population..then perhaps we as a community need to step up and make it grow again, by going over there..and starting things up.
Tho villain side does seriously need new SF's..one reason people go to Hero side is cos the TF's there make lvling more fun then always doing missions where villain side- sadly is most of it..even then at 15 the CoT sf while fun..is painful xd

Sadly the OP's ideas won't encourage teaming redside in the way he thinks. Instead we'd see Hero badgers forming groups and using alignment changing tokens to hop to redside and farm/power game for the badges then immediately hop back to blue side.
first you get that all badges with accolades have to have an equiv for both sides due to pvp balance and the fact we can now swap sides as we choose.
Red side is dead side, has been this way a long time even on virtue one of the top pops with a strong history of RP anti heroes. Either go rogue, so when you feel the need to team u can go blue side, or learn to handle any challenge solo as that is the way of the red ATs anyways, better solo, better in pvp virtually across the board then blue side equivs. Red side also has a distinct tendancy to bring out negative player behavior. A lack of good teamwork, and a willingness to get others killed and then act like it isnt a big deal to waste thier time.
Frankly I only LEAD SFs when I go red side or solo. I never ever am willing to work with others when they have the star red side. EVER!
So really man if your a social butterfly your flying the wrong part of the sky. go soar over paragon and meet all the fellows you want.
It's not going happen. You can't force people to go where they don't want to go. If you do, they'll quit. It's that simple.

Subjectively, the redside arcs are far more enjoyable (for me personally at least).
The redside 20-40 SF rewards much better than the blue side one, especially when they show up as the WST.

I have most of all my toons on Union server, red side. It used to be easy to find a team, or create one, regardless of level range. But today it's nearly impossible to find a team if you're in lower 30s for example.
I have a couple of suggestion to address the problem:
* Population unbalances can be solved by adding an option on top of server selection for new players, like "automatic". Then it choose the least populated server, to balance population.
* Create a set of badges, that require completion of regular story arcs with a minimum setting of AV on, bosses ON. Yes, you can solo an AV if you're in the strongest one percent or something, but for the overwhelming majority, it means that you need to find a team.
* Another set of badges that work like the mayhem mission exploration ones, which require you to get help from a player at lower level if you have out-leveled the content.
* Both these sets should award accolades.
* As accolade bonus, I suggest costume sets. If that clash with the current Paragon Market strategy, I think a permanent stat boost is fine, as with the Invader badge.
