I've played COH since the beta test, but I'm a nOOb when it comes to PVP.
Are /poison controllers the FOTM for PVP? If so, I might make a PVP build for my plant/poison controller. I'd like to try getting the PVP IOs the honest way (and not just buying them).

The "honest way" of getting PvP IOs will take you years of constant PvPing to actually slot a toon. The drop rate is that bad. I have gotten maybe 6 or 7 drops since I started actively going into RV on Freedom several months ago.

if you want to get things for drops then you have to set up an afk pvp farm and you *might* get 0-3 per night assuming nobody interrupts you
if you still dont want to pay 200 mil to 3 bil per IO i would suggest A) saving alignment merits or B) saving empyrean merits or C) both A and B

The only reason there is any reasonable supply of these IOs is because people afk farm them. It's just one of the many problems that the devs created intentionally and ignorantly but refuse to fix.
Oh yea... 2-3 billion inf for a 3% defense IO or 1.5 billion for a toxic proc is under valued... These prices are worse than any IO that is native to PvE, and much of the reason for the high prices is because they have value in PvE as well as PvP.

Sad but true. Without pvp io farmers these ios would only be sold off market and for even more ungodly numbers. I'd guess that farmers and duping account for over 99% of the pvp ios in the game. Some pvp io farmers have 16595 hours logged so a big thank you to those people for attempting to remedy the economic crisis in coh. And an even bigger thank you to those that dupped 1000s of glad jav procs.

I think they should increase the drop rate of both Purples and PvP IOs to the point where they are actually affordable by more than the rich of CoH after we start reaping the benefits of the increases. They would probably just continue to argue that it's exploitable to have such high drop rates or something, but does that really matter when the end result is substantially lower prices? Is it really worth it to punish legit, non-exploiting, non-farming players for the few people who can and do exploit things? People who want to exploit will always find a way anyways.
Take a hint from the real world, inflation sucks. (The last paragraph was more directed towards the devs even though I know they probably won't see it anyways)

when then first came out it was easier to farm them in arena and pvp zones..
Fewer kills and a kill must be rep valid to yield a drop, which restricts it by 5 minutes. For example, if team WARE scores 85 kills in an 8v8, only 16 of those kills may possibly be rep valid within a 10 minute match. This means only ~19% of an extremely high scoring offense's kills had a chance to drop a PvP IO (this low percentage is then multiplied by the actual drop rate to yield the effective rate). Considering it is common practice to cycle the same select enemies more often than evenly killing all 8 enemies on a team, this percentage is very likely to be even lower. However, if a team of 8 PvErs were to defeat 85 enemies (a trivial task), 100% of those kills would have a chance to drop a purple. Now, it does not appear that the PvP IO drop rate is similar to the purple drop rate. It appears that it has been adjusted to reflect the noted restrictions on IO drops; however, it has not been adjusted enough to make the rate comparable to the purple drop rate. The PvP IO drop rate was adjusted downward to decrease the yield of a PvP farm, but this had the consequence of ruining the drop rate for normal (read: actual) PvP. Since the actual rates have not been released, I can't really say much more than that.
