1) sirens sometimes -- all ppl who play here use twinked toons though
2) absolutely not unless you bring people to fight against. low level pvp is basicly nonexistent (sirens call (25-30 i think? maybe 20) is an anomaly). Beside being no one to fight, a lvl 20 fighting against a lvl 50 exempted down fully IO'd wouldnt even be a challenge.
3) lvl 50 - RV and arena
The one of the biggest problems is there is no incentive to pvp or goals in pvp in this game (deathmatch, which is all thats in this game, is not really a goal). If there was a reward for doing stuff that would help the barren wasteland alot. Also mechanic and power balance too.. but lets not get our hopes up - again
Unless you want to get into the high end pvp and pretend to play in one of the leagues that falls apart a few weeks in, i suggest finding a game with pvp that is actually officially supported. This game's pvp could be 100 x greater then what it is if only it had backing from nc soft when it comes to them organizing leagues, tourneys, etc with actual prizes (ingame/out of game whatever --- yellow titles dont count, who da ef cares bout that). If they need a list of prizes Id be more then happy to present them with some. DISCLAIMER -- im not trying to say one or two reps dont try, but in all reality, they dont try hard enough or their bosses are crippling them in their efforts -

If Shenanigans is interested in doing CoH 8v8s, they should probably seek out that random compilation of players staring Suckafish and Condro on two completely useless dueling builds. I don't know if they have a team name or not, but I know they beat someone really bad. -

Personally, I'm happy the Devs have better sense than to go around "flippin switches" just because they can. I'm guessing more thought is being put into the matter than what seems to have been put into the opinions in this thread.
Believe it or not... doing what's easiest and doing what's best are not always the same thing. Forgive me but I come across way too many PvP'ers in this game that don't realize this. -

I fully support the removal of heal decay and travel suppression. If the devs do nothing else except turning this off for another 3 years, it will greatly improve the pvp play experience across the board.

Someone please grill the devs about pvp and bases if they do a Q & A. Also add pvp accolades for accts for the Paragon Market.

Actually, the market says what the playerbase thinks they are worth. If no one was willing to purchase the IOs for these prices, they wouldnt sell at these prices.
Now if you are going to say that the devs are fine with them selling at these prices, the only dev I know that ever spoke on the subject thinks that those prices are ridiculous.
If you are saying that if the devs are okay with it because they haven't increased the drop rates at all, well, how do you know? Have you tested that? Personally I think they could increase the drop rate by a decent margin without it affecting the prices at the auction house. I also cant prove that you are not wrong either.
All that said, afaik, you don't need pvp io's to pvp. -

There is no reward for pvping in this game (pvp ios don't really count with a drop rate worse than purples). There is no objective. (death match isn't reallyan objective). These are 2 glaring flaws in the pvp system. If the devs wanted to improve pvp and increase interest they would have to do something about these 2 things at the very least.

The thing is, turning HD and TS off favours a premade far more than it does the casual. The power of healing is magnified a great deal when you can call for heals over vent/TS/whatever your chat program of choice is.
HD and TS remove one tiny advantage and give the casuals a chance - not much of a chance but at least a chance.
It doesn't make a great deal of difference against a premade but seriously, do the premades really feel the need to try and stack even more odds in their favour? -

i13 was designed to make pvp more accessible to the casual (which is the primary aim of ALL the pvp orientated games - of course they all fail) and that is exactly what it did. Seeing screenshots of your premades are meaningless.
How about you take your premade (with heals) and take it against a team of completely random pvpers of completely random ATs. Choose an open map, turn off both TS and HD and if they fare well, you will have proven your point.
Otherwise, you are just advocating the need for the perfect team balance which isn't something any form of pvp should be striving for. PVP in CoH is currently already too inaccessible to the casual with it's differing rules and such, trying to make the problem even worse doesn't seem like the most positive change in the world.
If you want the use of pvp to increase, don't try to change it to cater for your needs, try to change it to cater for the needs of those that could be convinced to give it a shot. -
