Anywhere is worth rolling an alt or two to see if you like it.
Lots of low level (esp sewer trials) teaming there with so a new alt would be the way to go.
I don't suffer from altitis, I enjoy every minute of it.

I got all the names of my mains on Exhalted and am going to be using it as a dumping ground for my 50's I no longer play. That way I have a place to go if spam/freebies start to annoy me.
Whenever the devs get the sg/vg transfer ability on live I will probably put a sg/vg there from acouple of the servers I no longer play on. TO fully transfer over that would be a big no, I have too many friends on Virtue and love the over all atmosphere of Virtue.
I've not transferred anything over, but I've rolled up quite a number of alts (2 of which are now in the 20s). Exalted's population definitely seems to be in the same ballpark as Freedom & Virtue (blue side, at least).

Yeah, it's a pleasant surprise at how many players use Exalted, actually. I have transferred one but made many new toons, one of which is already 43.

I have crafted a couple of toons over there and now that the group that I regularly hang out with has created a SG, I'll make a few more.
No transfers over though. Not sure which toon I would even move.

I have rolled several characters on Exalted, with a mind/emp hero up to 22 as my highest. As you get higher, there are fewer people to play with - the vast majority of Exalted seems to be under level 20.
However, I am still spending more time on other servers than I am on Exalted. I have too many characters to focus on one server.

Exalted is such a great place to team up, IMO. I am thinking about moving my 42 Claw/SR there, but other than that I have just been leveling new characters.

I have been playing exclusively exalted since it opened. Was slow leveling a character, but am about to just grind it to 50. Anyways, I have had good and bad experiences there, like anywhere. I got a few blind invites.... I was soling arcs, easy to just hit no. As usual (any server) if someone blind invites you once, expect another invite over the course of the next few minutes/hour. I have been asked, and as usual, these conversations are pleasant, whether yes or no. I ran a couple missions in Shark last night with some teams. Nice folks, overall knowledge level not great. But we killed the AVs, even with zero strategy. Luckily I am on a Invul Brute, so I don't get irritated when the floor drops out, I just dig in and fight until I die.
All in all I like Exhalted. It is pretty much the same player base I have been dealing with for my 4 years in the game (paying compatriots). What i like about it is 2 things. 1) Everybody who is on Exhalted is making a conscious decision (with cash) to be part of the community. 2) Everyone who is running to Freedom, Virtue, and any other server while trying out the game for free cannot send me tells to PL them, kick them down cash, or generally eat up my funtime.
I've moved 4 IOd 50s so far. I like having something to play end game content with. I haven't played my new rolls much as of now, but I'm still trying to get a feel as to if I like being here.
I'm a speed team player and I've joined the most populated channels. It's hit and miss so far, but I have come across some very good players that keep me upbeat about V.I.P.!
I've been thinking from the start that V.I.P would be a great gathering place for the old farts of the game to team together on one united server.

From those that are playing there, do you feel its worth rolling an alt there or transfering characters? They would only be around level 20ish. I have never really played on any server besides Virtue.
