Beam Rifle locked for VIP?

It's a purchasable set for 800 points, regardless of account status.
According to a recent post by Second Measure, they want to keep new content free for VIPs at all times (so story arcs, TFs, etc.). The only thing they'll charge for is the extra window dressing thing, so some costume sets, powersets, etc. They're following that exactly with I21. Some new free powersets, others for pay, same for costumes, etc.
I do hope they plan on making new powersets have a sale when they come in. That's a good idea, even if I do think the normal, off sale price is a little high.

That in 2 months i can purchase it for free (400 points each month) isnt a valid reason to justify their choice of release purchasable powersets rather then being part of an expension.

What expansion did you want them to be a part of? They are being released after Going Rogue and there are no upcoming expansions announced or hinted at.
Do I think it's fair that VIPs don't get the all the new powersets? No. But it's a different ballgame now.
It was on sale for 640pp (20% off) for the first two weeks of CoHF. Now it is regular price but the free PP will get it for you in 2 months, 1.5 if you're a tier 9 VIP.
I'm not necessarily thrilled about having to pay for new power sets, but I also don't necessarily care that much about BR. I will be buying Street Justice when it comes out, but I'm saving PP for just that purpose and don't really see it as an issue.
VIP do get a lot of things for free that Free and Premium players have to pay for, including 400pp/month which effectively lowers the sub price to $10/month ($7 if you pay annually). In fact when you factor in the free monthly server transfer (800pp) and the signature story arcs (400pp) with the free 400pp/month, VIP are actually getting $20 worth of bonus stuff for their $15 subscription.
Does it suck that even VIP have to purchase some of the new powers? Yes.
Are the new powers sets skipable? Absolutely.
Do VIPs have a huge selection of power set options to choose from w/o paying for new sets? Undoubtedly.
Is CoHF without question the the best Freemium MMO release to date? IMO, it is.

Just like they saw the packs being sold massively, the logical step foward is making a huge ammount of 'paid sets', pick a few random as free VIP and the rest paid. Do i mind this system? Not at all. But if i pay for it, i expect it to be at least equal or better then current sets are. (alike the packs have generaly better powers then equals ingame, if there are any at all like mutation or ninja run).
Same question will be for the upcomming AT IO's, street justice, staff fighting and titan weapons, they probably be all paid sets (ok, AT IO's perhaps not). Thus on the long run, not only sub's continue to pay the same price, but even start to pay more that they ever did in the past (where new sets were released also, some pretty unique).

I actually bought Beam Rifle, but the more I think about it the more galled I am that I'm being charged the same amount and getting less. If NCSoft wants to microtransaction a bunch of items like the XP temp powers, fair enough, but making us buy the powersets separately from our $15 seems like they are really changing the equation.

I agree, A power set is NOT a piece of window dressing. A Power Set IS your character. What you add to your character such as costums, Auras, etc. to customize your character, that would be window dressing. |

If you're using those Paragon Points to buy up everything in the market that WAS NEVER free to begin with, then that's really your own fault.
The company gives you free Paragon Points, the costumer who doesn't want to pay extra outside of their 15 dollars a month, can then, retain the same amount of free content they have always got.
Since you don't like to pay extra for content, that should mean things like costume packs never got bought, because that was paying extra.
It's no different now. Save your Paragon Points for the Power Sets, ignore the costume sets, extra enhancement trays, the enhancement unslotters, the character slots, the costume slots, the IOs...IGNORE ALL THAT! Why? Because it would of been stull you had to pay for before there was a Paragon Market.
If a VIP who was active since July, doesn't have the points to buy the BR and StJ, they only have themselves to blame for spending those PP on other things.

I'm running out of points, but only because they keep releasing new shinies that I must haves!!! That's okay though, I'll just buy myself a Christmas present in the form of more points. I'm not 'thrilled' that these powersets are eating up points that I get as part of my subscription, but I understand the business practice and feel like these are just icing on a cake I was already enjoying previously.
