Wisp Aura gone in I21?

I noticed it too last night. I haven't heard anything if its a bug or not, but I hope so. I always liked that aura.
Same issue here; this is a real stinker since I want to reroll a character with Wisps Eye Aura and won't be able to complete the look.
My guides:Dark Melee/Dark Armor/Soul Mastery, Illusion Control/Kinetics/Primal Forces Mastery, Electric Armor

I know myself (on both my accounts) and two other players that are having the same problem.

I noticed this myself when I tried to load a pre-saved costume to use for a new character. The Wisps Aura I had saved for him was coming up as unavailable. However, on my level 50 main, I checked at the Tailor and saw the aura there, second to last choice in the list. It looks like may have been changed, either intentionally or not, to require the Aura mission/store unlock.

Also on a new char I tried to make this morning both the Collector's Edition capes that I have (Four Winds and Arachnos) did not show up on my selection list. Something seems to be broken with non-booster / non-market unlocks.

I wonder why they are so adamant about not having the Collector's edition items in store. Is it to preserve the significance of said edition? Seems silly if so, wasn't that just another box that cost basically the same as all the others?

I am 90% sure that when I created a new character last night, it was available... I'll have to check. But I'm probably misremembering if it's a known issue.
I lost my Collectors edition perks (four winds, and Arachnos Cape emblem), as well as my prestige slide. As well as the wisp aura.

Please review the other missing costume parts, like Scarf 1 and Scarf 2 missing for Female Shirts.
Please correct the "black skinned blank model" issue in Hail of Bullets and the various Costume Change Emotes.
