Union (and Defiant) are the former EU Server(s) so you would have to take the time difference into account, plus at the moment there is fun to be had on the Beta Server and the weekly Coffee Chat was just Live on UStream.com

I realize 50s can group down lower, but I'm not really the assertive asky type. Pretty much anytime I do a search I'm the only person within 5 levels of my own, it's sad. Especially villain side.

Union was one of the forming EU servers so most players are GMT+0/+1. Peak time is between 8-10pm GMT+0. Like Coolio said; Beta server is occupying a lot of people's time, but there are still plenty of players around, you just need to look. Also, keep in mind that some people may be choosing to remain hidden.
Try join Sals Badgehunters (Probably full). They cater to all your TF and Badging needs. If you can't get in join Union Taskforce. People generally broadcast TFs on both of these channels. If you like to RP check out Union Roleplayers and a must is Union Chat where all the banter is. UC is always buzzing with activity. Feel free to ask around on any of these channels for a team. Everyone is very helpful and friendly on all of these channels. 
Fear not, though. When i21 hits there'll be loads of new Free players joining which should pad out the lower levels a bit more. If you need a teammate feel free to toss a PM to my global (in my sig). I have toons that range from 6-50.
If you need to team I seem to have toons at all levels (especially redside, ah my galloping altitis strikes again)
