Second builds just don't tend to be worth the cost for me.
This is one of the few uses I've had for dual builds, and I also just gave up on maintaining my Night Widow build. I just prefer ranged play. I don't think I've even trained my Fortunata's second build since he was in his low 30s.

The only other character I've bothered with a second build for was my namesake FF/Psi defender, to have a team build and a softcapped solo build. I've basically shelved him since then though, so making the second build doesn't seem like it helped any.

Sometimes I'll have one build that's good enough to be playable, but not really perfect, and use the second build for the fancy shiny IO's that I really want in my perfect build. It seemed like a good idea when I didn't have enough of the fancy ones to fully slot a character, but I had too many to conveniently store. Later, when build 2 is complete, I can gut build 1 for anything worth using on another character.

I can't say it's really a good idea, though. I'm usually better off just dropping the fancy IO's into my regular build piecemeal, even if it means I lose set bonuses in the short term.

Right now I think the only 2nd build I use routinely is on my main. The primary build is as purpled out as I have bothered paying for so far, and the secondary build is all SO's. I keep that build for testing or to prove a point. There's no doubt that the IO build is better, but I think most people overestimate the impact of fancy IO's.

Taking the place of my first one if I happen to screw it up before I buy IO's.

For me Build 1 is my level 30+ content build, that's what I play most of the time. I use Build 2 for lower level exemplaring, levels 1 - 29.
On three characters I'm starting a Build 3, a strictly level 50 content build. All these builds are IO'd out.

I find the multiple builds very useful.

A handful of characters use them for alternate playstyles. My Widow, my Bane/Wolf spider, my Tri-form Peacebringer, my Ice/Ice blaster (blastroller/blapper). Anyone else, it was for someone I deceided needed a respec before level 25, where there weren't any IOs I seriously wanted back.

Nothin'. Not being interested in gaming the market for profit or farming indefinitely, I have a hard enough time affording to slot one build decently above level 25 or so.

Don't use it at all. I make one build that does everything and plays effectively at all levels.

Two of my characters have really old exemplar builds designed to maintain set bonuses down to level 17, but they've fallen into disuse (as in the builds still have non-inherent fitness).

Might consider making PvP/exemplar builds for everyone when I have the time.

I have only one character that uses a second build, and like a good number of responses I've seen here, it is for my night widow.

Build 1 is as an psionic fortunata build for a SG challlenge, and Build 2 is essentially a claws/sr scrapper.

I like to be able to run any and all missions through Flashbacks at as high a difficulty as I can manage by having an exemplar friendly/tailored build for it.
I like to do speed lowbie SFs, so my 1st build starts using set IOs at lvl 20. This build is used until I hit 50. Along the way from lvl 20 to 50, I make 5 IOs every 3 levels or so and it doesn't take as much time as replacing red DO/SOs. At level 50, I use the 2nd build for level 50 content.
Since respecs are expensive, I try to save them and sometimes use the 2nd build to redo the lowbie build. If this happens, the 3rd build is then used 50 content.

My main build is packed with IOs. The second build uses common IOs. I use it mostly to see how content feels for a regular player and/or to see how much tougher I am with the IOs. You sometimes forget how awesome the defense soft-cap is.
