Transfering a character from the training room to a live server
This can't be done. And for good reason. The Devs give characters level bumps from time to time on the Training room server, so you could just start a character out at level 1 there, and wait for a level bump: instant 50!
Also, you can copy over multiples of the same character to the Training room server. If you could transfer them back, you could loot characters, strip them of enhancements, sell them, but still have the original.
Basically, this will never happen. Sorry. We could have told you that before if you had asked.

I have submitted a question to support, but so far they have been extremely unhelpful. The character copy doesn't work to bring a character from the training room to a live server. Any help will be most appreciated.

It's only one way: Live -> Training.
That's because the Training room is supposed to be a temporary environment where the contents can be wiped at any time. Also, in the course of testing stuff, the Training Room can have unusual environments set up in it, e.g., auto-leveling a toon from 1 to 50. It wouldn't be fair and would short-circuit all the game mechanics to let an auto-leveled toon into the Live environment.
Also, since we can copy from Live to Training as often as we want, we can duplicate large amounts of in-game currency and rare loot and move them all onto one toon. That loaded toon would break the Live economy if we allowed it to be copied over or transferred from Training.

I think you may be confusing the names of the various servers.
Generally, when you download this game for a Trial, you don't download the Training Room - which is a Test Server used for Beta Testing.
You probably have a Trial account on one of the regular servers, that you now need to UPGRADE to a regular paying subscription. Your character should still be there if you UPGRADE the trial account (do not "add an account").
If somehow you did manage to get a character on the Test Server/Training Room, you are out of luck. Due to some of the features of Beta Testing (such as allowing autolevelling and copying over existing characters and their influence/enhancements multiple times) - there is no way to bring a character from Test to Live.

Moving characters between regular servers is a transfer- they are no longer available where they started. Moving a character onto the training server *copies* them- the original is still present, on the original server. Anything the character has, such as INF, recipes, or enhancements, is copied too. So, you can generate arbitrary amounts of INF and/or any rare recipes/inspirations/enhancements/whatever that you have acquired by copying the same character multiple times, transferring it all to one copy, and deleting the others. However, such "copied" wealth/loot can ONLY affect the training server, because there is no way to get it back to any of the 'live' ones.
If you created the character on the training server, you haven't used this trick, but the game database doesn't know that.
My understanding is that high-end PVPers used to prefer to play on the training server, because that was the only server where everyone could have every power fully slotted with ultra-rare PVP enhancements; they only needed to find a single person who had acquired one the normal way, who would then make copies for everyone else (and give them away, since they were effectively free).
The in-game 'economy' would cease to be very interesting if anyone could have anything they wanted for essentially no time or effort.

Wasn't the last thing the devs were doing on the trial server was giving out a whole bunch of Incarnate stuff dirt cheap so players could test out the I20.5 content?

OP: Since you are new there are a few things people failed to mention I thought might help you a little; If you're worried about your character's progress then yes, that is lost . However if it's his unique timeconsuming costume, and/or highly customized powers that is an easy fix. You can save the costume and powercustomization on Test, and load them into the character creator on a live server and boom, perfect clone of your character's look.
When you hit save at a tailor for the costume and powers this is where they'll go(from the test server):
C:\Program Files (x86)\CohTest\costumes C:\Program Files (x86)\CohTest\PowerCust

Second. Do trial account restrictions even apply on the test server? The trial restrictions on the live servers are to fight RMT abuse. That problem doesn't exist on the test server.

The restrictions should be in place at the "account" level (billing or whoever deals with it,) so access would be shut off or whatever regardless. So I'd imagine it would be in place there as well - if nothing else to maintain as much similarity to live for testing purposes as possible.

First off, go to a tailor, any tailor. When in the tailor screen, save your costume. Go to the powers tab, save your powerset modifications. Exit out of the tailor session.
Next go to your enhancement screen. On a piece of paper, write down your powers/slotting choices somehow. Paper works great. The MIDs program also is a good choice. Exit out of the test server to desktop.
In Windows, navigate to the City of Heroes test server directory. In that directory there should be a costumes directory and copy the "costumes" and "PowerCust" directories to the regular City of Heroes directory.
You can then start up the regular City of Heroes. When you get to the character creation menu, choose the archetype, gender, and starting powers that matched your test server character. Load the costume. Load the power customization choices. Try to come up with a name that matches your other character (it is possible that you might luck out and keep the name, but that might asking too much).
Play the newly created character referring to the power choices/slotting you recorded. Soon you will have a copy of the character on the live server.

Why would you ever think that they'd be stupid enough to allow such a thing? Before getting irritated at them for being "unhelpful", try using some common sense... Transfers from a test environment to live aren't allowed in ANY MMO and for good reason...

As an experienced vet, the OP obviously knows all about level bumps on Test. Oh, and of course he knows you can copy a character over repeatedly. Because these things are obvious, right? As for your "ANY MMO" blather, gee, maybe he hasn't played other MMO's. *I* haven't. Not a single one except CoH.
