The female model scales smallest of all, under four feet with flats or bare feet. Camera angles can give the illusion of other toons being smaller.
Well, I'm going to try again, but I even talked to folks in AP and they were smaller than I and they were like, 'Yeah you're taller.' Oh well. I'll have to play around with her a little more. Yes she is female and no she isn't huge. She's slim as a matter of fact.

Don't forget the "Leg" slider as well as the overall body slider.
I have a character that I am trying to make that needs to be eeeeensy weeeensy tiny. I have made the scales as small as I can by dropping the legs and body type all the way to the left. I am still too big. I see pthers smaller than I am. How are they getting so small?

I actually figured it out this morning about 4am. The problem was that after I lowered the scales for body AND legs, I loaded up my costume (it is a saved costume) and that apparently was raising the legs back up and I wasn't realizing it. I loaded up the costume, went back to the previous page and lowered the scales again, and Wha-laa. Pint-sized perfection.

I thought saved costumes also saved the settings on the body sliders?

Not sure if this has changed but back when they fist introduced being able to save costumes I had a play around with editing the costume saves and it was possible to make smaller/larger than the sliders allowed by changing values in those files. However I don't know (can't now recall) what my eventual findings were. :/
I'll go and have a look now my mind is thinking about it.

Seem to be able to get the smallest female body to be well under 4' tall. Though it is a bit finickety when loading into the character designer, that is some times when you load it the scales get reset to minimum slider scale, not absolute minimum. :/
The NPC is one of the girls in Icon in steel on the back wall.
Below are some oddities I found while experimenting:
One other thing to keep in mind is the head sliders. You can actually make your noggin pretty large or quite small. It's not entirely insignificant a change.
