Should I buy GR now or wait for it later?

If you're staying subbed, GR will come free... don't know about Incarnate status. If you don't buy GR and that account drops down to Premium, you'll lose access to GR.

That all depends. If you imagine that there may be a time where you may not able to pay the subscription fee, then w/o the purchase of GR, you will lose access to Praetoria and side-switching and the powersets that went along with it. Unless you happen to opt to unlock it as a premium player.
And let's not forget the box/complete edition comes with goodies that in all likelihood will be for sale individually. Then there's the extra month.

Also, if you have GR on your account before I21 you get 2 free character slots with I21 (per Posi here).

I'd say if you can find it cheaply (like say $20ish) then its probably still worth it, since it comes with a months sub anyway.

Bold added by me. So if the OP buys GR for the second account, they get 2 free character slots just because it comes with GR. If the OP waits until CoHF goes live, then they get GR automatically by staying subscribed, and get 2 free slots just for having GR then. |

Technically, he's saying if you're paying a subscription fee there, not if you have a premium account. Those two extra character slots could also be available to premium players, but they might not. Time will tell.
Basically, I think we're all going to have to wait until Freedom shows up and we see the price sheet. Just a few too many variables trying to parse English. There's a reason why computers use formal languages, not natural ones.

He's pretty clear that Premium players will not lose anything that they bought or earned on their accounts.
If players before freedom update have a good amount of characters say 6 or more and they go free play, will they lose all characters except for 2 (4 if you bought going rogue)? How can you tell which characters will be usable?

First off. no one will lose any characters. If you have more characters than allowed slots the extra characters will be locked unable to be played until you unlock more slots by either buying them or activating your account.
Now if your account has extra slots from Vet Rewards, or some sort of purchase like an expansion or bought right from the online store you will get that many token that you can use to unlock that many extra characters.
So if you have 6 extra slots unlocked you could have 8 characters to play. The two that you get with the free/premium account plus the 6 unlocked.
From what I've seen so far you can't switch characters in and out of being locked. If they allowed that people wouldn't have any incentive to upgrade/activate their accounts or to even unlock more character slots.
So the characters you choose to unlock are the only ones you get to play.

Secondly, if you lapse from VIP to Premium, you will receive tokens to "unlock" your characters. You will get 2 tokens automatically, PLUS 2 tokens for owning GR, yearly earned slots, and any extra slots you may have purchased.
So, if you lapse to Premium status, AND you own GR, you will get at least 4 character unlock tokens. Plus, you will get more tokens depending on the other factors listed.
So, a player that owns GR, has actively played for 2 years, and has purchased 4 extra slots over time, will get 10 character tokens when they lapse to premium. If they have 24 characters, they will be able to unlock 10 of them (but not the MM's or 'Trollers) to play. If the same player did not own GR, they would get 8 tokens.

Just a guess tho.
I saw GR at my local retail store Sunday for $15.00 ( $5.00 cheaper then 2 weeks ago ) so I decided on buying it for my second account. I loaded it in and everything is working perfectly as it should. I jusy hope COH succeeds in what they are attempting on doing. their a real good franchise and so far most everything they done right. That is except for the exception of the dreaded ED patch of long ago.
So if you're going to buy something, buy it from the "Used" section of Amazon. They can't sell anything that's been opened by law, so you can get City of Heroes for a penny +S&H. I haven't bought a game at a store in about 5 years now. Well, except for when I saw CoV at a Big Lots for $2... I bought seven of them. LOL.

Total BS.
You have to read the sellers description of the product very carefully. Quite often the seller admits the product code on the game has been used.
For example these were taken right from the sellers descriptions today on the Used CoH games
