Actually, there is a workaround.

Start the beta installation from the launcher. THen stop it.
Go to your normal City of Heros directory. Select everything. Then copy everything to the new Beta directory, usually in C:\Program Files\CoHBeta or C:\Program Files x86\CoHBeta.
Delete any file whose name includes checksum or chksum.
Restart the install from the launcher.

There's no 'Pause' Option. How the heck does that work?

Edit: Ok, got it. To clarify for people;

Run the launcher with BETA posted above. When it's made the folder just CLOSE the launcher. This will auto pause it. Then copy paste everything and delete the checksums.

Then open the launcher for a second time, and it will have skipped the massive download.
