This build was first and foremost for my playstyle. My main goal was Survivability to the most extreme without giving up much in the Damage department. To that end (and with the I20 Incarnate abilities) the build has layered mitigation of perma-capped HP, Regeneration, 3 total Heals (two are very large Heals and one small Heal constantly topping off damage sustained), softcapped typed Defense S/L/F/C/E/N with 1 Melee foe, almost hardcapped S/L Resist and decent F/C/E/N Resists, and of course the stacking -ToHit from DM. The Destiny power I've picked gives an insane amount of Regeneration, something that Invulnerability lacks innately. Even at its most degraded state, it gives an amount of Regeneration that I couldn't even begin to collect through IO set bonuses without greatly sacrificing other parts of the build.
On the offense department is Fireball to help with the lack of AoE within DM, perma-Hasten to help with the single-target DM chain of Siphon Life>Smite>Midnight Grasp>Smite>Repeat, nearly perma-Soul Drain, and of course the Taunt Aura from Invincibility to keep those enemies on you - Minion and AV alike. The Lore pets picked are the highest in the Damage department. Judgement and Interface were picked for the most Damage capability as well.
It's very important that with 1 Melee foe the Defenses are softcapped, because at 10 Targets affected by Invincibility, the build is up to ~56% Defense. This plus the 50% Defense Debuff Resist allows you to mostly shrug off Defense Debuffs. I've sat in an aggro-capped group of +1 Cimerorans and was going to stay there without retaliating but the death of my character never came, even after over 1 hour of standing there.

Goals: soft cap with single Divine Avalanche, high resistance, sustainable endurance
Weaknesses: defense debuffs (Barrier should help), poor AoE (Judgment should help), so-so DPS (Interface should help), 11 knockback protection instead of 12 (not much of a problem with Hover on those very rare occasions something gets through, so was worth the trade to get higher hit points, better resistance, and the last 0.1% of AoE defense)
Incarnate: T4 Cardiac Core, T4 Void Radial, T4 Reactive Radial, T4 Clockwork Core, T4 Barrier Core (Or that's the current plan, anyway. I have the Cardiac and the level shifts, but not much else yet.)

It was designed for I19, but I don't currently have any changes I'd even like to make for I20.
It was built primarily for survivability with high defense, high resistance and a rapid fire full heal. With an earlier iteration of the build, I soloed 11 Praetorian AVs in a row with no temps, no insps and no deaths. I did a double RWZ challenge at that time as well. In early I19 I went to monster island as a survivability test and survived four monsters for about ten minutes before increasing it to six and living another five or so before they finally put me down. Barrier should do great things for my survivability. I'm calculating about a 30% increase from the resistance alone, and the defense should help a lot with defense debuffs. And hopefully the rest of the incarnate powers will give me some of the damage that I'm lacking. There are tougher Scrappers out there. Dark Melee/Invuln built for survivability comes to mind. But this one's pretty tough, I've always been a big fan of Katana, and I've become a big fan of Dark Armor. So it's great for me.

Price Range: Infinite - I wouldn't want to make something this expensive ever again.
Goals: Soft cap, perma hasten, capped DDR, strong regen, strong resists, plentiful endurance via dark consumption, capped acc vs +3's (+4s no longer exist at L50 due to alpha level shift), hyper ST dps with lots of enemies nearby.
Weaknesses: Back to back strong hits from AV's, auto hit/tohit buffed foes, no sustained AOE (Shield Charge and Ion generally are up whenever I want them to be, so never felt the need to look into an APP for aoe damage)
Incarnate: T4 Spiritual Core Paragon, T4 Ion (Hold Proc), T4 Reactive (75 Dot, 25 Res), T4 Warworks Damage/Seer support (I switch back and forth depending on the situation), T4 Rebirth (Regen)

Price: Stupidly high (but not quite Werner high)
Goals: High defense without shadow meld, has a travel power, can cycle GC -> DA whenever defense needs to be highly stacked (to counter debuffs), can run the highest DPS Kat chain, over softcap melee with 1 DA, perma-hasten, more than enough acc versus +4s.
Weaknesses: passive regen is lacking, even for a regen. Recovery might be, but I haven't calc'd it.
Incarnate: t4 spiritual core, t4 partial radial reactive, t4 core barrier, (judgement/lore don't matter as much)
(ranged and AoE defenses should be at a 34 minimum with perma-barrier up)

Goals: Softcapped defenses with a bit of a buffer in case of debuffs, good DDR, Perma-hasten, good HP, good accuracy.
Weaknesses: Resistance isn't as high as I'd like.
Incarnate: Alpha Spiritual Core Paragon, Void Radial Judgement, Reactive Radial Interface, Rebirth Invocation (aiming for +regen tree). Lore can suck it.

There are plenty of threads with builds in them, but people never search for them. My guess is unless this gets stickied, it will fall off the main page and never get looked at by people searching for builds.
I also think most people who are looking for a build will be looking for something more affordable, and not crazy top-end stuff.
Maybe im missing something obvious but the fact that when doing a search it doesnt use the actual term you enter.
For example I searched for MA/ELEC and all threads with MA or ELEC are results. This includes words like match which is NOT what I searched for.
There should be a way for the exact term I enter to be searched (and yes I have tried double quotes "xxxxx").

I think what the CoH community really needs is a searchable (or filterable) build database. It just seems like it would be a huge undertaking to do it right, though.
I've been thinking about a way to categorize builds with a identification code, something that wouldn't be used in ordinary language, and would be unique to the build. Something like this:
Build: Fire/Fire Scrapper

Build Ice/Emp Controller

When we get a few more builds in I'll try to make a list and give each one a number, so it will be easily searchable.
TW/Elec Optimization
When searching the forums I usually plug: site:boards.cityofheroes.com into Google in addition to what I am looking for. It makes searching a lot easier.
Build: Katana/Willpower
Price Range: expensive
Goals: Melee/lethal softcap with 1x DA, F/C/E/N defense softcap, High Regen (759%, 76 hp/sec), High HP (2408.8, 1 HP away from cap )
Weaknesses to be improved on: DPS!!!... yeah needs more of that

This is the character I'm currently working on, Sparks Fly, based on Fury Flechette's very expensive build with some tweaks and updated for inherent fitness. Mostly I'm not a build guru, which is why I borrowed from someone else's build and made adjustments based on comments in that thread. But it's a very fun build. ^_^

Goals: Soft-capped Defense/Recharge, good Endurance & Regen
Weaknesses to be improved on: None I know of, it's a very well-rounded build. But I haven't pushed it like some of you might. I think Hasten is not quite perma here though?

You guys may want to try Bolding, italicizing or enlarging the font of the build. Might make it a lot quicker to search for a specific build.

Dark/Shield Build Thread
Here is a middle-budget build that has served me very well on TFs and trials:
Build: Broad Sword/Shield Defense
Price Range: Moderate (no purples/pvp) Note that, by losing some DDR, the cost could be significantly reduced by using plain recharge IOs instead of Membranes in Active Defense
Goals: Softcap, good attack chain (HS-Hack-Disembowel-(small pause)-Hack), sustainable endurance
Weaknesses to be improved on: ~20s downtime on Hasten, no Aid Self
Incarnate: Alpha Musculature and Destiny Rebirth Radial are the ones I recommend, the other slots are to personal taste

This is my favourite iteration of my elec/shield. I've since changed out lightning clap for tactics, and it was, in my opinion, a grave error. I miss that power terribly and I'll be going back to this build when I start doing more with him again
Build: Ligntning death from above/Shield Defense
Price Range: About 1/3 of everything I've ever earned since I started playing this game.
Goals: Soft-capped Defense and near blaster level burst AoE destruction. ST damage which was, at least, not aweful.
Weaknesses to be improved on: Survival is mearly adequate, I still haven't got my Task Force Commander on this guy. Reactive interface would help out the ST a lot, especially with such a buzzsaw of an attack chain of FB, CB, CI, CB, and finally, I'm not sure how a modest 45% def will do in the new trials. I'm guessing not well.
Incarnate: Just spiritual Alpha. I won't be doing the others until my tanker has all his T4s. That could take a while at the rate things are going.

Every day, in the various archtype forums, someone asks for a build. Most of these threads go basically ignored, unless a reward is thrown in (like in the Defender forum's latest build thread). There are even more people who don't make these threads, and go around with a very small knowledge base about builds. Because there isn't really a "build" forum (despite the Market and Invention forum, which generally focuses on individual sets and enhancements), I'd like to have a thread where people could see example builds collected in one place, and to have a place to discuss building philosophies. Hopefully, when someone asks for a [X]/[X] build with softcapped defense, we will be able to point to posts X, Y, Z in this thread. Or, alternatively, requests could be taken in the thread for a new build.
So, without further ado, I'd like to start by showing an example and format.
