Why is Atlas Park always the target?

It's not necessary to go to the extreme of bulldozing the neighborhood to make something as uninviting as the D.C. mall. In any case, there's evidently nothing in Galaxy City that says to an aspiring supervillain or ambitious giant monster conquer this or destroy that. No wonder it's the emptiest non-hazard blueside zone.

Simple numbers really. Striking at AP would take out a huge amount of low levels begging for PL. Inflicting the most amount of damage/casaulty in the shortest amount of time is the most efficient method of carrying out search & destroy missions.

You see the Atlas globe? That thing has the perfect size as a target for a ballistic missile. It's big enough that it's possible to target it, yet small enough for it to be a challenge and it has a big symbolic value. The perfect target, in other words.

Now, one might ask, why the hubbub over the smallest state in the US? (Paragon City is in Rhode Island)
