If this is the setting for another Incanrate Trial, then it's likely to be co-op - Villains have to help Heroes defend the world from Tyrant and the loyalists.
You mean Heroes help Villains...?! Be specific here.. Spandex and Zeroes are never the main power.

- The Italian Job: The Godfather Returns #1151
Beginner - Encounter a renewed age for the Mook and the Family when Emile Marcone escapes from the Zig!
- Along Came a... Bug!? #528482
Average - A new race of aliens arrives on Earth. And Vanguard has you investigate them!
- The Court of the Blood Countess: The Rise of the Blood Countess #3805
Advanced - Go back in time and witness the birth of a vampire. Follow her to key moments in her life in order to stop her! A story of intrigue, drama and horror! Blood & Violence... not recommend to solo!

Co-op content has to be heroic by default, otherwise Heroes wouldn't be able to do it.
Saving the world is heroic, but it's also something Villains can do because they want to take over the world themselves.

My first thought as well. Maybe that means it's inhabited entirely by Marxists.

I'd like to add my voice to those requesting some new developments that aren't related to Praetoria. I'd particularly like to see some non-Praetorian Incarnate-level stuff. Of course, that's unlikely, given that the Incarnate matter was sold as part of Going Rogue, but I can dream ...

The Incarnate content is focused on Praetoria for now - Tyrant's invasion is the current main storyline, but the focus will shift later on.

EDIT: The I20 overview page is now up:

And it looks like the Floating Fortress belongs to the Sky Raiders and loyalists.

L20-40 Hero Task Force: The Sky is Falling

In preparation for the invasion of Primal Earth, Colonel Duray of the Praetorian Army has led a special operations team to establish a bulwark in Paragon City. He has a unique ally, his Primal Earth counterpart, Colonel Duray, leader of the Sky Raiders.

The two Durays plan to strike Talos Island and Skyway City and break the spirit of the resistance against Emperor Cole. The newly risen Incarnate Heroes have their hands full facing Emperor's Cole's lieutenants in Praetoria, and they are relying on up-and-coming Heroes in this Task Force to protect our world.
So the floating fortress is made on Primal Earth, by Primals.... for Praetorians.

I love the idea of having a Primal and a Praetorian version working together - wacky sitcom antics could come form that

I also like the way that I totally called Tyrant's untimate plan as being to conquer the multiverse

lol, I was thinking, "Skyraiders" when the snapshots first came out... they already have a sea-fortress in SH after all. [but until actual confirmation is made...]

Just an update on this - the Floating Fortress is a large map that's used for the first mission of the Admiral Sutter TF - it is not a zone.
The American warships docked off it have new ship interior maps.

I'm seeing the scene in INDIANA JONES AND THE LAST CRUSADE:

Hero: "Colonel Duray!"
Both Colonels: "Yes?"
Hero: "Give us the plans for Cole's invasion!"
Both Colonels: "What plans?"
Hero (addressing the Praetorian Duray): "You have the plans on your person!"
Primal Duray: "You dolt! You really think he'd come all the way here from an alternate dimension and be so stupid as to keep the plans on him?"
Hero (after decking them both): "Actually... yeah. Mission Exit!"

(snip)
[pause]
Primal Duray: You didn't, did you?
[another pause]
Primal Duray: You didn't bring it, did you?
Praetorian Duray: Well, uh...
Primal Duray: You *did*!
Praetorian Duray: Look, can we discuss this later?
Primal Duray: I should have sent it to the Praetorian Azuria!
Praetorian Duray: Will you take it easy?
Primal Duray: Take it easy? Why do you think I sent it to Praetoria in the first place? So THEY wouldn't find out!
Praetorian Duray: I came here to HELP you!
Primal Duray: Oh, yeah? And who's gonna come to help you, DOUBLE?
Praetorian Duray: [shouts] I *told* you...
[Both villains are suddenly targetable, Praetorian Duray draws an assault rifle and does Full Auto on all heroes in the room.]
Praetorian Duray: ...I'm not YOUR double.
Praetorian Duray: [initiates smoke flash, placating the attacking approaching heroes, and leaving Primal Duray to take their full aggro.]
Primal Duray: [curses] ... he gets smoke flash while I'm stuck with smoke grenade? #)$(#%^%#'s been useless since the nerf....

I think that, again, you're making a statement that simply suits your viewpoint (which we all do, I think, it just seems that it's happened a lot recently).

Co-op content doesn't have to be anything by default - it simply ignores alignment (the contact doesn't give a crud about the character's motivations, they just want their end-goal met). Unless you have secret knowledge of game code, or can quote a dev that confirms your statement, I still don't agree (as my viewpoint is different - not a good or bad thing, just different).

Also, saving the world is only heroic if that's the motivation of the character - as you've rightly pointed out, it may simply be a case of 'I'm going to stop X so that I can take it for myself' - that's hardly heroic, but you've still 'saved the world'.

But any co-op story always has to be something a hero would do - it can have evil consequences, otherwise it wouldn't be something heroes could do.

Lots of them - mostly done by War Witch in her zone dressing role before she became Supreme Grand High Imperial Overlady of Paragon Studios - including putting herself into the secret Cryptic Lounge area in Faultline, along with another dev:

She's also said that there's a little easter egg that's never been found in the RWZ, that's got something to do with one of the mailboxes there.

Aw man, now I'm going to be compelled to explore nooks and crannies again. There was a mish recently that had cured me of the habit - I completed all the objectives but saw there was an offshoot tunnel deeper in. Turned out to just be a dead end with a few extra enemies.

You can find a list of various easter eggs at paragonwiki, if you want to slightly spoil the hunting
