Same issue on my Earth/Energy dom. 50, Entrusted w/ the Secret, and I own Going Rogue. Only one open story arc. Ramiel won't give me the arc, and no resolution yet.
Apparently this is common for people who side-switched and have a lot of open story arcs on the side they left. There's a limit to open story-arcs you can have and side-switching won't close the ones you left on the other side.

I would say check inactive contacts for open arcs, but I don't think outleveled contacts go to the inactive list if they have open arcs, do they?
I had the same issue on a toon that I hadn't used for over 3 years.
For some reason the system believed that I NEVER ever finished a contact arc. As soon as I quickly finished my patron arc and got reward merits (reward merits from TF's don't count because I had plenty of those) Mender Ramiel was happy to speak to me.

Also, go to your *open* contacts in person! sometimes if you have ever talked to them but not taken their missions, the arc can be flagged as open even if you have never run a mission.

Story Arc was the problem, I cleared one and was then able to talk to Mender Ramiel and do the missions.

I have a lvl 50 Plant Dom (that is still a villain) I have the Orous badges (and tried setting both as my title) and plenty of mission slots avail. I'm not on a current SF/TF of any sort nor in a AE mission and yes I do have Going Rogue.
Here is the question is anybody having an issue where he will not give you the View Your Future Memories (the fist Incarnate) mission?
I've sent in a bug report and I'm still awaiting to hear from a Senior Support Person, but I figured one or more of you might have had the issue and gotten it fixed or found a fix.
