It is. The stats on Live show the same numbers for Jump height/speed and run speed as Ninja Run.

This makes sense from an "easiest way the Devs could implement this" point of view.
Simply reuse the code behind the Ninja Run power and change the animations for it.

This also sets a precedent for alternate animations for other travel powers. Now they can take the Powerslide animations and with some adjustments use them to create new choices for Fly.

Yes hopefully Ninja Run (and the presumed Beast Run) are being used as test cases for the other travel powers.

People edited a demorecord file to get that, using Ninja Run as a base and just changing the name of the animations.

Actually, the Prestige Sprints set the precedent if I'm understanding the situation correctly, that this is a separate power from Ninja Run, and not an animation choice. My understanding of the difficulties with pool customization is that of knowing which of the powers are in the players build and an associated UI. (I suppose they could just put ALL the pool powers as customizible, similar to how they did Primary/Secondary powers, but then your costume file would be big, causing some lag in crowded areas (Ship/hami raids))
