I was undecided until Willpower allowed me to solo Ghost Widow with my Scrapper. It is now my top choice.

In terms of utility/power, it's tied pretty closely between willpower and shield defense. Willpower is the greatest 'out of the box' armor set there is, and shield defense takes everything that is great about SR and amps it up to 11.
In terms of looking cool, Dual pistols wins that one, even though I'm not fond of it as a set.
Robotics picks up an honorable mention in both categories. It's a powerful set, and it looks great too.
/mental manipulation for blasters
/shield defense for scrappers/brutes post i19 pre i19 it could be every bit as good but was out of reach for many
plant control doms and controllers
sonic attack corruptors and defenders
Demons for Masterminds
Katana rework is up there.
Archery and TA are very nice.
Overall I'd say Shields. Great set by the numbers, looks good with plenty of customization, and shield charge makes me happy in my pants.
Dual Blades is a close second, and Dual Pistols gets a high ranking for looks but performance wise is a little on the 'meh' side.
Willpower and Shields. They both have the Castle touch!
Strictly visually speaking, DP and demon summoning are incredible!

I beg the differ on Demon Summoning. I feel that is probably the worst new powerset simply due to the absurd amount of noise those horrible things make. That and being very large, melee oriented pets is a real annoyance.
DP animations are gorgeous though.
