For that matter, if you take long enough to go from spawn to spawn that people with Super Speed (affected by travel suppression for 4 seconds after attacking) beat you to it, well... That says it all, now doesn't it?

Correct. It is not knockdown, as defined by the game, and in some cases it can actually increase the distance between adjacent enemies. There is always an angle of deflection to be concerned with.

Have you tried it post i19? It goes a LOT faster than it previously did. And as for people with cj/hurdle, or ss, so what? You don't need THE first hit to be effective, and if you really feel the need to be there first, leave the previous spawn when there's just a few enemies left.
You don't need RoA to level to 50 and can get by with just Fistful of Arrows or even just Brawl, either. Some people like going faster, be it by picking additional powers or moving faster with greater maneuverability.
I haven't tried hover in I19, but even with the improvement, I'm sure it's not as fast as CJ. I essentially invented the blapper thing back when CoH came out. At least I never saw a single blaster played like a blapper before I started doing it with my fire/em. But the point is, I've been playing like this for many years, so I don't see myself changing my whole playstyle now just to fit in one power.
But I do plan on taking explosive arrow and just using it as an AoE finisher after RoA and fistful. Scatter is fine if all the mobs are dead

The two playstyles are pretty different. My Archery Blaster is a hover Blaster (he's paired with Devices), which works well for him. However, I really like Hurdle paired with Combat Jumping on some of my Blasters. Both styles can work, but play quite differently. Either one can make KB work just fine, however. Just think about where you are pushing mobs on a team, but if you're solo, who cares? Take them out at range, or let them get close to you as you drop the mobs that were not knocked back.
KB is good mitigation, and it works very well for a Blaster. Use it and have fun. Sow chaos and damage!

I went full ranger with my Archery/EM build.
Boost Range + 3 DMG/HO's in every damaging Archery Attack - All Melee Attacks = Fun!
My Rain of Arrows and Fistful of Arrows goes a ridiculous range. Taking out blues in Hamidon raids has never been more safe. I don't need to be anywhere near the goo.
I am also working on getting the Cardiovascular Alpha Slot for +Range and am going that route soley for more range. By the end of it, I can probably target through a friend to shoot a guy I can't see normally because of max view distance.
Is explosive arrow knockdown or knockback? I figured it was KB, so I was avoiding it, since I hate scatter.

Really, Archery is a lot more than just Rain of Arrows. It has a full 80 foot attack chain (including a very powerful tier 3 attack), a larger than average cone, and a decent stun too. In fact, Archery is pretty much the absolute best set for pure ranged blasting because you never have to get closer than 50 feet to use any of your powers and you can pair it with Energy for Boost Range and never get closer than 80. RoA is a great power, but you have plenty of tools to use while it's recharging so anyone who just spams RoA in groups is missing out.
