Questions about Ice Armor.
Aside from a few things it looks fine.
1) Permafrost is fine with just one slot. If you can spare the ~15mil inf, grab a Steadfast 3% Def and put it there. Move two of the slots to Health and put 3x Heal in it.
2) Chilling Embrace doesn't really need Slow Enhancement. Move these to Icicles for Damage, for example.
3) Hibernate doesn't benefit from Recharge. You can only use it every 120 seconds and its base recharge is, IIRC, 120 seconds. Change this to a Heal enhancement.
4) Aid Self doesn't need Recharge enhancements, IMO. At least not before you've fully slotted the heal. Slot 1x IntRdx, 1x End and 2x Heal if you only have those 4 slots to play with.
As for CE and EA, they are autohit so no accuracy is needed.

I know you said it's an SO only build but I would strongly recommend that you invest in Steadfast Res/Def IO and slot into Tough.
I always get this ASAP on a defense based set and resist for that matter.

Yeah, the Steadfast is on my plans for this build. Just not bothering yet.
Very interesting on the Permafrost, didn't know it affected so little.
I just slotted those mostly because I wasn't sure how much it'd help. I'll probably keep the second slot in if the Impeding Swiftness proc works well in it.
Didn't know it didn't benefit from recharge. How odd.
Aid self was a last second throw-in once I realized I had two spare powers and the ability to take them. I'll check on slotting that later.
And thank you on the info for CE and EA, and things like this are why I post in the forums. I sure as heck don't know what I'm doing with tankers.

Hibernate also grants the power: NoPhase

Personally if you had 6 slots to waste on Aid-Self I'd go with Doctored Wounds for the 5% recharge.
I think I would be able to find primary or secondary powers that could use those slots long before aid-self though.
Best slotting I've found for use in Chilling Embrace is this:
Chilling Embrace
- (A) Taunt Duration IO: Level 50
- Taunt Duration IO: Level 50
- Impeded Swiftness - Damage/Slow: Level 10
- Pacing of the Turtle - Chance of -Recharge: Level 20
Also, while Mid's says that CE and EA have ToHit checks, it actually affects very little. Their main effects (-DMG and Slow, and the Endurance/Defense thing, respectively) are auto-hit in PvE and PvP. What is not Autohit are the Taunt effects. Basically, every time the powers hit an enemy, they apply a Taunt effect on the enemy. Against most enemies, this Taunt effect is autohit as well, but against the tougher enemies you'll fight (things like Arch villains and Giant Monsters), you will need to make a ToHit check for the Taunt effect to land.
Set Bonuses will help these, but on an Ice Tanker, I'd say they're very unnecessary to aim for, especially since you've got Taunt in your power list, which IS autohit against those enemies.

In addition to what Aet Thorn was saying, Chilling Embrace will accept enhancements from the Slow set IO's, and those sets have accuracy enhancements in them, so you could add accuracy that way. Absorption similarly accepts enhancements from the Endurance Modification IO's, which have accuracy enhancements.
Best slotting I've found for use in Chilling Embrace is this:

Why the damage/slow IO? Chilling Embrace doesn't do any damage naturally anyways, so the damage improvement is wasted. It's be more useful just to slow a level 50 slow IO instead.

However, I think other powers would be more useful than Aid Other/Aid Self. You have 2 open pools, so perhaps Hasten, and Maneuvers so you can get a little closer to the defense soft-cap. Ice is easy enough to soft-cap that can drop Maneuvers if you opt for sets, but in the meantime it wouldn't be a bad pick.
I'd also recommend the standard 1xAcc, 1xEndRed, 1xRecharge, 3xDamage slotting in your attacks. With fully slotted EA, you won't need additional end red, and Hasten will take care of the recharge.
Here's what I would do with your build; with Maneuvers and the Steadfast +def, you'll be at 44% S/L/E/NE def.

Just noticed your slotting of Hoarfrost. I'd recommend dropping the end red and putting in a third Heal instead so you get the max +HP benefit. Also, you should take it *much* earlier than level 24. Try swapping it with Permafrost--PF is a classic "take late if you take it at all" power, IMO.

Maneuvers I've looked into, and if I don't IO this one I'll probably take it, but Hasten...I really don't like Hasten. Nothing wrong with it as a power, and I can't deny it can be useful...I just hate it.
I'll tweak around with the build some more. She's only level 6, I have plenty of time to play with things.

Well, more same question for two powers. According to mids, neither Chilling Embrace nor Energy Absorption take accuracy enhancements, but appear to have an accuracy check. Is the check true, and if so, do IO sets affect it?
I suppose, while I'm here, I should just post my build. It's basically only SOs right now, as I'll be looking into IO possibilities later, but I'm wondering mostly how well the Ice Armor powers are slotted.
