The Crucible In Lore?
Arachnos is a huge group that has tons of presence in the Isles. Being a member of Arachnos grants one tons of power among the populace, even if you're just a grunt. It's no question why someone from a small time gang like Hellions or Trolls would want to upgrade and be a member of Arachnos if given the chance. Of course, the Patrons are only using these people for their own amusement.
It has no relevance to lore. It's a game contrivance, just like Merit Vendors.

Everything that happens in this game somehow gets worked into the lore. Remember Powerset Proliferation saying that, basically, due to some random scientist, people get access to new abilities?

There is no possible way to explain the Crucible that doesn't start with, "We ran out of time so here's what the intern did."

So The Crucible is full of various villains lining up to (apparently) join Arachnos. Is that what they're doing, and if so, why? Are those villain groups just giving up and looking to join the dominant power in the Isles?
