One-time event: The Great Merit Vendor Apocalypse
Agreed. Before i18/GR we had one Merit vendor standing beside every trainer and Market location (except that dude standing by himself in the middle of Port Oakes), and one at almost every train and ferry.
In Praetoria, we have groups of 3 dotted all over the place, as well as extras in the "standard" spots listed above. It's not like they can only talk to one PC at a time, so there's really no need for so many.
Personally, I would rather see them all deleted (not converted), except the ones at the markets. Adding a merit trade-in to trainers - if the system allows it - would be acceptable as well.
At least the Praetorian Merit Vendors don't wear that horrible gold-and-maroon color scheme.

Kill them. All of them. Each and every one. Replace them with NPCs that are already frequently visited, accessible and thematically fitting, like, oh, trainers. Add a dialogue option saying something along the lines of "I would like trade in my merits" and voila, the problem of the random costume button victim overpopulation is solved. |

I'd have no complaints about moving merit vendors or thinning out their herd a bit, but the trainers wouldn't be my first idea for a replacement. Have you noticed how easy it is to get jostled out of a purchase interface when someone walks past too close to you? (And sometimes just when the wind changes, it seems like.) Trainers are put there specifically for people to run up to and gather around; they have too much of a crowd already.
But yeah, I definitely don't see a need to have clumps of Merit vendors so close together. At least spread them around the zone a bit more.

Could they be killed by a holy fire from the skies? Or a zombie pops up out of the ground and chows on them?
Wait. One Merit Vendor NPC runs around beheading them shouting "There can be only one!"

I think part of the reason they created multiple merit vendors is so they prevent lag-inducing "gathering points" like the markets are.
Granted, merits don't run as freely as Inf does. But still.
At least make sure they don't look so damn hideous! I mean, yellow and purple? Really?
