I was having the same issue. Reset router and modem and was able to get the patch.

Just logged in on Champion with my main, who has no Holiday Cheer from last year's event. He did not receive one this year. Has this been changed. He's gotten one each year in the past. Anyone else have this happen (or rather not happen)?
Chained Bulldog level 33 Stalker on Liberty
Cobalt Blue Knight level 32 Scrapper on Guardian
Drone Keeper level 32 MM on Champion
Glacier Force level 28 Tanker on Justice
and 7 nearly full servers of alts waiting their turns.

Also defeating the Lord of Winter I think still rewards Cheer/Spirit if you don't have them.
Same here. If I log someone that doesn't have Festive badge, he gets the 2 temp powers. If I log someone that had them before, no refresh unlike last year. If it's working as intended, I'd appreciate a Dev nod to that effect. (Or a redirect to a thread that has that confirmation.). Thank you.
Check under your Powers tab. It might be that you took there out of your tray at one point, and forgot that you still had them. From what I've seen over the past few years, they only refresh into your tray if you've used one or both of them.

I did, and they weren't there, but thank you. Yes, with a respec, powers get shuffled away from trays a lot. But on some alts, they only had 1-5 powers not including the 2 holiday ones, and still no "refresh" of holiday powers. Not a huge deal, since I mostly use Cheer throughout the year to give to my wife's character, but still. Every little "AWwww" moment counts, heh.
Any news regarding the possible extension of the event? I havent had much chance to play, and if this will end on the 2nd, it sure will be disappointing...

Personally, I'm hoping for an extension to the event too. I've been back at home this Christmas and that means I'm not on my usual pc - this pc had its graphics card break on me so I've not been able to basically do anything interactive on it so I've had 1 day with the event and that's it!
The way the ending time is listed is confusing me a bit. Does it end at midnight PST on Saturday, or Sunday? I ask because all the times are listed in one big lump, and 3:AM EST on January 2nd is midnight on Saturday for PST.
So we never got an answer regarding why half the toons didn't get the Christmas Cheer power?

Have not seen any redname info in the forums on why, however, I did send a support request thru my master account on the NC Soft site and was asked to give a list of affected characters and servers. It took a few days but they updated my characters that had Holiday Spirit from last year to receive the Holiday Cheer for this year. Those toons with Holiday Spirit currently running from last year (used but not expired) received both Holiday Spirit and Holiday Cheer for this year. Hope this info helps others! Happy Holidays!

My guess would be the lack of a new Winter event badge (Festive is now the generic Winter Event badge). Every year I've had a toon active for got a new pair of the winter temps unless they still had it from the previous year. No new log-in badge this year means they have nothing new to say 'yes, give them winter temps'.

Some newer alts of mine logged in to the event and received Festive and the Holiday Cheer. Some previous alts of mine took down the Lord of Winter and received Holiday Cheer. Go fig.
All in all, I liked the event this year. The only thing I missed was the free server transfers, had a couple of alts I wanted to bounce around.
I've just been on Guardian - it seems to be working ok.
