Being 50 and access to Oroborous is the only requirement. Some folks have had issues with too many open arcs to get the mission from the contact, so make sure you have cleared your arcs.

I think the OP is asking if you can invite non-50s to team with you during the arc. I don't know the answer to that question.

There is a rumor that everyone needs to have Cimerora unlocked, having completed the appropriate arc and talked to Imperious; this would effectively set a minimum level of 35 to help out. I haven't tested this yet.

Mender Ramiel's mission text does tell you that you have to visit a cave in Cimerora, but an Ouroboros Mender is NOT going to send you to use someone else's stolen Crystal of Ice and Flame to travel through time. The mission door is the crystal right beside him; it sends you into the cave he tells you about, and you never actually set foot in the actual Cimerora Zone.

Yes, that's a villain. But it demonstrates that the badge is not required to get the mission. If heroes are being required to have it (based on your mention of Montague Castanella), then that's obviously a bug; otherwise, villains would need to finish Ashley's arc too.
So, with that in mind....

To also confirm this I did the Alpha slot, and even had my T1 Alpha slotted when I realized I couldn't go the Cimerora. Then went and did that mission Arc so I could.
So Double Busted, you definitely DO NOT need to have Cimerora unlocked to complete your Alpha Slot Mission.

it's a mission arc.
Check your other contacts and clear out old arcs.
A popular way seems to be if your a hero, and have done the Midnighter's arc, make sure you talked to Montague again and did his "Talk to Imperious" mission to clear out that arc - quick and easy one there.

Turns out he had 12 open story arcs (books next to contacts). At my advice he completed one (Serpent Drummer), and whatdoyouknow Ramiel suddenly had time for him!
Now I know people keep claiming that it has nothing to do with arcs, and that Ramiel is bugged and stuff, but double check it anyway please.
