Happily, that'll never happen since they keep adding new powersets and proliferating new combinations.

Forget the 78 month vet reward, that's ancient history now. 
I'd like to know what the plans are for the 81 month vet reward!

I suspect we won't hear anything until 1-2 weeks into Jan, as people should start earning it late Jan-early Feb.
Though I am curious...
I like some of these updates for veterans but I have spent more money on this game, between the multiple ID's I have activated over the course of these years. I personally don't think they do enough. This one is actually useful in the late levels, but I would rather a real kick butt weapon, healing, or defense power. We long term veterans should have the upper hand. Some people say it would not be balanced or whatever. I say adjust your fate and if the power is that good (High Hopes) then disable in PVP areas. When you start getting over the $1000 level of money you have spent in ONE game (Hello!!), you should get some serious and useful and accurate stuff that stands out in the crowd. and I have spent a considerable amount more then a $1000 and I am consistently reminded about that (by my Wife... ARG!!). Don't get me wrong, I love this game and by far has kept my interest all these years, but I really don't think the makers have done enough for the veterans and I am guessing the never will.

CoH is the only MMO I've played where it consistently felt like community mattered -- for new and old timers. Even when I wasn't playing and just looked at the site/forums.
Doing what you suggest would break that significantly.
I don't have many vet rewards. I wish I had kept supporting this game through the years because it's awesome. But there were times I needed the $14.99, and other times I just needed the.. time.
Vet rewards are great as they are, and are reward enough for what we've paid and supported.

78 Months....lol, if you have been here that long and paying on 1 account every month for "78" months...you should have a free 50 character pick at anytime! Do you realize thats $1,169.22 dollars!!!! But, I know the love birds will say, "this is just fine!" I'm just saying...that a crap load to pay for JUST this.
