I think it's partly a level thing. The regular enemies that summon swarms are Fungoids, Herders and Lesser Devoured which rarely show up in higher level missions.
EDIT: Made a quick AE mission with nothing but those three enemy types. Killed several spawns and none of them summoned Swarms so it looks like something is borked.
Yea I get them all the time I wish there was a "bug spray temp power".
Been bugged since I18, I believe.

That's the kind of Broken that I'm in no hurry to for them to fix. Now DE fights are Tedious, rather than Tedious And Annoying.

Yeah, something's been bugged on this for awhile. None of the DE summon swarms anymore.

Ha! What a kidder, eh devs? DE bosses not using some of their powers, like summoning swarms! hahaha! Clearly he's just mistaken - no need to look into this at all.
*cough* In all all seriousness, the wiki (while not infallible), lists only the lesser devoured (and Fungoids/Stropharia/Thorn) as having the summon swarm ability; the Greater devoured loose this in favor of hurl boulder and foot stomp. And lately I haven't really been fighting the DE at the levels that the Lesser tend to spawn in, so I coldn't say for sure in my own experience if they are broken at the moment.
I hate the swarms so much, it isn't the damage, or the slow they deal, it's their tendency to run all over the place... not so bad now-a-days that I have both ranged vet attacks to blast the suckers on my melee characters, but it used to take forever (or, at least it felt that way - especially on defeat all maps)

LONGING FOR THE DAYS OF OLD? When you could go into a missions with DE and expect to see a few swarms summoned? Well, for those of you who miss those pesky little swarms there is good news... THAT'S RIGHT... Take your swarm missing self over CREY'S FOLLY and you will find not 1, not 2 but a BUNCH (as in bananas) of swarms there!!! All you need to do is imagine that they were summoned by the proper DE mobs and it will feel like pre I18!!
Note: Results may vary...

I remember being in Crey's Folly on the Regen and seeing his attack buttons turning into teeny tiny little dots.
No ranged attacks in that set and no Vet powers or temp powers at the time as they sting once and fly Waaaaaay away.

I just logged in and confused a bunch of Shamans and Devoured. None of them made and summons.
Well Death Shamans can still summon. Those are most disliked summons.
