I am an ebil markeeter and will steal your moneiz ...correction stole your moneiz. I support keeping the poor down because it is impossible to make moneiz in this game.
I would speculate that this is indeed WAI - the Reward merits still need to be paid and on most accounts this is the hurdle that needs to be jumped - coming up with 50 reward merits every day is time consuming at best.
Have you tried spending those merits yet?

hmm, well it might be intended, i know that the crucible/fort trident only lock you out if your NOT a solid vill/hero, but since poeple who do not own GR cant change morality anyway, they would be able to enter there since it only restricts based on alignment
I have not. The toon I bought the A - Merit on is 42. Hardly an idea place to /roll. Nor is the single merit enough to attempt to purchase something of value. I'll grab another one tomorrow and see if I can buy a nice low level proc or something.
Edit: Had a friend who also does not have GR test this. He was able to purchase and roll. His rolls weren't great, but they weren't bad
I believe this is WAI or at the very least is an oversight that is not covered in any documentation by NC that I can recall since it is technically different from earning/getting one from the mission.
Much like the ability to use The Crucible and Fort Trident is possible by people without GR since they cannot change from villain or hero to another alignment.

I dont think this is a bug, it's part of i18, GR expansion is more about Praetoria and New powersets... I am unsure and in middle of testing but I have a feeling it may be possible to switch alignment even without buying GR...
I'll update when I find out.

Don't forget this upcoming weekend is a Reactivation Weekend, and everyone should have access to GR, so you'll be able to switch sides then if nothing else.

Day 1: exchange 50 merits + 20 mil = 1st A-merit
Day 2: exchange 50 merits + 20 mil = 2nd A-merit, exchange 2 A-merits for recipe.
From a marketeer point of view, said recipe should net at least 140 million in profit. Anything less, it's better to roll at the Merit vendor. However, this assumes 1 merit = 1 million.
Villain side time to merit:
Silver Mantis SF: 42 merits/1 hr
3rd respec: 15 merits/0.5 hr
Total: 57 merits/1.5 hrs
Other merit options:
ITF: 24 merits/0.5-1 hr
Renault: 24 merits/1 hr
Deathsurge: 2 merits/0.2 hr
Total: 51 merits/1.7-2.2 hrs
Basically, it is possible to earn 50 merits for 2 hrs of play for those without GR.
Being as the intention behind A-Merits was to balance the choice between switching alignments and staying true to an alignment, this does kind of make sense to me. I mean, you CAN'T switch alignment and gain the benefits of that without GR. But there is an incentive to remain your currently alignment, and you don't have to buy GR to stay at your current alignment.
Being as you have to invest 20 million in the Merit (40 million to be assured of the value of what you're going to be selling) I wouldn't say it's all that surprising. You can't earn the A-Merits directly without GR, which I think is what is intended.

Upon what do you base your conclusion? The fact that it mentions Praetoria is only open until level 14? I don't see one other piece of information in the announcement that even addresses side-switching, even obliquely.
My bad for assuming side-switching via Tips would be enabled, but I don't think you have any more basis for categorically stating like you did that "the one thing not included is side switching". I even scanned the discussion thread for the announcement, and that question remains unanswered there.
While you may be right about it, and I did make the mistake of assuming something, I think you should read the announcement a little closer yourself.

Touchy people on the Market Forum
I was talking with Fulmens and he suggested that I could possibly still purchase A-Merits even though I don't have Going Rogue.
This had never occurred to me, as I assumed I was shut out of getting them in any way. Well, I hopped over to a character who had 50 reward merits on them, and took a shot.
It is indeed true that you can purchase A-Merits for 20 mil + 50 reward merits, even if you do not purchase Going Rogue.
This was a pleasant surprise. So spread the good word to your cheap / broke friends! Tell they too can burn inf and get the much coveted A-Merits!
