I guess you would need some sort of crappy combo that will be x10's better with purples.
I dont know of any crappy combos.
an illusion controller of some kind would be a good candidate as would a warshade.
I am an ebil markeeter and will steal your moneiz ...correction stole your moneiz. I support keeping the poor down because it is impossible to make moneiz in this game.

How about a Fortunata? They benefit greatly from the recharge boost found in purples due to wanting perma-Mind Link (as well as the general benefits fo high recharge), and there's plenty of different types of powers to put purples in: Melee Damage, Ranged Damage, PBAoE, TAoE, Hold, Confuse and Stun (plus whatever the patron pools might add, I forget as all I take is Gloom )
A while back I was looking into what it would take for permanent Phantom Army on a controller which did not have +Recharge in its secondary. That turned out to be the most purple build I have designed so far.
I'd never spend that much on a build myself, but if you want expensive while putting each purple set in a power where it is actually beneficial...
Illusion Control / Force Field / Stone Mastery, + fitness/speed/fighting pools.
Apocalypse in Spectral Wounds,
Hecatomb in Seismic Smash,
Ragnarok in Fissure,
Unbreakable Constraint in Blind,
Coercive Persuasion in Deceive,
Absolute Amazement (only Chance for ToHit debuff) in Fissure,
Five LotG +Recharge in various defensive powers,
Four of those defense powers also got five each Red Fortune for more recharge boost,
Force Bolt got sixslotted Kinetic Crash for 51.2 knockback combined with the recharge bonus (when I designed that character I believed that Archvillains had just 50 points of knockback protection, that was incorrect so you might skip that part).
48.4% smashing/lethal defense, 30.3% psionic, 25.3% to all others, capped HP thanks to permanent Earth's Embrace.
59 second recharge on Phantom Army, 116.3 on Hasten with only two slots.
I don't recall why I didn't use the purple pet set in either Phantom Army or Phantasm, probably because I was going for maximum recharge and those did not give that bonus whereas the recharge intensive pet set did.
You could slot five of the Stun set in Boxing too, my sample build didn't since Phantom Army was already perma. I didn't put any PvP sets in it either, even though the build was just for fun, so you can get a lot more expensive by using those of course. Sorry about not giving the Mid's build but I edited my Mid's database a bit recently (looking ahead towards changes currently on test/issue 19) and I am not sure the build would be compatible.
My Warshade had 7 purple sets (Though not all part of each set for bonus purposes) and I think that makes the best use.
Most other characters I can make really great without purples, but with the massive slot crunch on Warshades I think purples give them slightly more help than other toons.
However: I always thought this was the reason you lot made so much money? Are you telling me that some of you are sitting on billions and haven't purpled out every toon you own? - No wonder you are stil sitting on billions!
Edit: If you are looking for ways to throw inf into making a build godly, as opposed to ways of using purples (Which aren't the most expensive things in the game by far), I would look into a Fire or Dark or Elec/Shield scrapper. They are going to make heavy use of PvP IO's, purples, uniques, HO's and pretty much all the expensive things you can imagine.

Pretty much any permadom can make good use of at least 6 sets of purples (the pet set has different bonuses). With inherent fitness in I19, that would be a stealth pool full of LotG 7.5s. That's a pretty good start.

I have something like 15 50s.
I find slotting toons to be incredibly tedious while making money is fun.
For example; the other day I thought I'd like to slot up my fire/mm blaster with some level 30-33 sets but then I realized that's an awful lot of slots when I'll be replacing them somewhere down the road.
Most of my toons do however have as many LoTGs as they can hold and the miracle and numina globals. So it isn't that I hate spending money I just hate slotting mass quantities of things.
Or my Spines/Fire I recently respecced. I have billions but I respecced him to use level 50 commons instead. Commons are buyable in mass quantity, are cheap, and they involve very little thought.
That's my vote as well. Shield scrappers can become extremely expensive - in the 10-15B range easily without massive use of purples. Example:

The differences between the build is incredibly minor when considering the cost involved. The 2 major differences are you have more AoE def and the Blaze pool. I took body mastery to be able to hit +3's and such. So that's probably a wash. Though I may look into Blaze... more AoE is always tasty.
Here's my thinking on what this AT should potentially be:
It should be an AT that is much better if built for something other than recharge.
It should have a variety of effects on its powers to allow for the most sets to be slotted.
It should not be a warshade. I'm just pulling these from the table. I just can't get into playing them. I wish I could, but I can't.

Cost wise, it's right what you're looking for: 2B+ for the Glad Armor IO alone, a couple more billion for the Panaceas, 5 LoTGs, all three health uniques, 4 sets of purples - only the expensive ones, and some pricey pieces like Obliteration quads, Enzymes, etc. In fact, if you want I can even load more cost into the build by using Shield Walls instead of LoTGs and throwing in the Basilik's quad or possibly throwing in the 3% resist all IO for another 1B.

To me, what you have there is spending money just to spend money. The investment of billions and billions will ultimately yield a character that isn't noticeably different than mine. This is what I am looking for - something that gets noticeably better when you add purples.

I was inspired last night. I am more inspired now.
I want to know which AT actually makes the best use of purples. Any AT and combo can use them, but most are wasted. I want to "be green" about this, so which AT and power set combo can actually put 5 (or 6 w/ pets) sets of purples to good use?
The project: Create a character that costs an obscene amount of money, but actually makes use of the money spent on it.
I plan on making this character, leveling it, then dropping a crap ton of money on it. I do intend to skip nearly all of the PvP IO's. 2 bil for 3% defense seems beyond too much... even for me.
I am open to any suggestions or ideas you might have!
