And from a business point of view why would one do that when the small subset of people who use Dual Builds and need to respec both can either run a Trial, buy an IO or just spend some RL monies on the second one.
As is isn't that impossible since you cannot have more than one freespec?

I'd probably be safe in assuming that far fewer than 50% of the characters in the game make use of that "second build" feature. I'd bet there are a lot of people who don't even realize it exists. Heck even across all my alts I only have second builds on a few of them.

sorry all but i /unsign the /unsigned which can't be /unsigned.
we get freespecs because when the devs change powers and such it affects our build.
some of us use more than one build so it is good customer service to provide a freespec for that build as well.
sorry but it is not good to force customers to use up other methods for respecs when changes are made.
oh and a 3rd build is coming too lol.

Yeah I only used the Respec ONCE. That was to fix the powers I accidently over-slotted. Besides the repecs I get for my Arachnos Villains, I have no real reason to use them. A respec is just a do-over on your current powerset. By level 38, a normal toon already has all the powers in it's powerlist. If you respec you just choose the same moves and only interested in messing with the slots. If they give you a second respec, soon you'll want another one as a "just in case I mess up on the first two". Hell the only reason I even bother to do the trials is the badges. I wish I could just sell the respec or trade it to any new toons I make. I'm sorry but your request is just absurd. And what's this about "using up other options"? The trials are free to do. You have a choice of either paying for a respec or playing for a respec. Just pick which ever one you can do and be done with it.

We are lucky that they are generous enough to give one to every character on our accounts when they could just as easily only give them to the characters that had the particular power-sets that were changed.
Get over your entitlement issues and be grateful the devs are as generous as they are.

Since that was beta there's no guarantee that it will actually be released along with the Incarnate slots. But the code for it existed at one time.
I'd guess the devs would like to award one respec per build you've leveled up in order to be consistent with the way the free tailor sessions work, but the freespec code currently only handles one at a time. The devs could award a regular respec for each build, but it would require writing a database script that gets run for an issue. If I were them I would be hesitant to add yet one more thing to the issue release cycle, and I'd also be hesitant to invest resources in making it possible to issue multiple freespecs, since it affects so few players.
But I did bring up this issue during beta because I knew other people would have the same question.

The idea behind it was that the incarnate stuff does not exemplar at all.
So you have a 50+incarnate build, a 50 but exemps build, then the regular alternate/PVP/soloing build
