Deleted character not really deleted
I don't currently have extra slots, and I'd obviously prefer not to spend extra dollars to get more slots for purposes of making the same characters with different names, then more dollars to try to rename them later.

The forums are full of posts on variations of this problem. I'm not blaming you for not knowing, it's a bizarre restriction indeed, but it happens each and every time the in-game store is offline. I do wish they'd make an announcement, though, so everyone would have a chance at knowing this; it must be very annoying to not know.
All you can do is /bug it, and wait. And if you don't get the name back, I'd write to support and complain.

Pretty sure the in-game store is online as we speak, though I'll certainly confirm.

Wouldn't work anyway. The store is down, and with that all slots you've ever bought...and the Vet reward slots...I think every slot beyond the basic 12...is locked. Can't delete, create, or whatever. No access to those slots.

I currently have 3 non-deleted deleted characters. The first was deleted yesterday before the store fix. The last two this morning after the store fix. The common trigger seems to be no empty claimed slots on the server at the time of deletion.
The bug happened to both level 1 name "placeholders" I'd made for new GR toons, and a two-year=old level 32 character I no longer play.
The non-deleted characters act as if the'y're deleted upon deletion, and the slot "empties," but when you exit the server and return, the character is "back." No body, no costume, just an invisible nothing. You can log on with the non-deleted characater. It will have no primary or secondary powersets, just inherents. You can fight with brawl and be attacked. A level 1 character in this state can even earn enough xp to reach level two, but without powersets, you can't actually level up at the trainer. You can spend a vet costume change token and get a costume so the character is at least visable, but once you log out, all changes, costumes, expereience, etc. is wiped. It isn't retained.
Also, the name check feature will show the name of the deleted characater is available, but if you try to create a toon by that name, the name is taken.

I actually did have one open spot on my selection list when I tried to delete my guys. I wasn't completely full-up prior to this mess.
It's looking like this is a Liberty-specific problem based on the "Ghosts of Deleted Toons" thread. Something with the names table server-side, maybe?

Here I go, throwing a wrench into the gears again... XD

That's wild. If it wasn't getting in the way of things you wanted to do, I'd say it was kind of cool, hehe...
Anyway, do not wait. Contact Support through the NCSoft website. File a report.
The few times I've had any issues, they've resolved them in rather short order (They may be particularly busy right now, but I'd bet it still gets handled pretty quickly).
Don't just post here and/or bug it and wait... File a report.

Already done. Bright bugged it monday, and I petition/bugged it yesterday. That petition has been officially escalated to a "senior customer support rep," for what that's worth. But it's in the system, at least.

I'm wondering how many of these threads we'll have to make to get a response? This is getting really frustrating for me as Liberty is my home server. I had plans for what I was going to do with the free character moves, deleting and re-creating some characters as Praetorians, and I can't do any of it right now because of this very odd (and seemingly server-specific) bug.

Please be sure to petition and bug this issue in game, as well. Has anyone PM'd Ocho and pointed him to these threads?

In response to your other post, I first noticed the issue Sunday. I had deleted a character to make slots available before GR launch and the little bugger just wouldn't stay dead.

I just PMed Ocho with links to the threads and a quick summary of our problem... Here's hoping for a solution. Or at least some kind of response.

There is hope! Liberty is going down shortly for emergency maintenance. http://boards.cityofheroes.com/showthread.php?t=234375
The emergency maintenance should resolve this issue. If not please PM me immediately and I'll look into it.

Apparently this is still an problem because as of today, I'm having an issue trying to delete a toon I had created during the first day of GR. The name keeps reappearing and occupying the slot, but the toon itself doesn't display and though the name checks as available, I am still unable to reclaim it. Though I have petitioned it, over 5 hours later it hasn't been resolved.
Happened to me recently too, extremely annoying!
Deleted an old character to reroll and it would not be fully deleted.

Another thing with just that one toon. If I do try to log it in, it says problem with the game database..blah blah, with an OK click box....and it boots me to log in!!!
Nice! lol
Over the last couple of months, I created a few characters to reserve names that I intended to use later for GR characters. Today, when I delete one of those place-holder characters, I find that it isn't really being deleted. Check Names claims the name is available, but won't allow me to use it. Could the name have been taken again so quickly? Well, no. If I log out and back again, the original place-holder is still there, with the exact same name. Except now, the model is empty/blank. Subsequent attempts to delete the same name claim to have been successful, but are not; i.e., it never goes away and is still visible (minus the model) after logging in again.
In-game, an attempt to /friend the name further asserts that it does not exists, is hidden, or is not online, so I'm pretty certain no one else has claimed it. Additionally, my wife has had this same issue three times on her separate account, though from checking around we've learned that certainly not everyone has had the problem.
I don't currently have extra slots, and I'd obviously prefer not to spend extra dollars to get more slots for purposes of making the same characters with different names, then more dollars to try to rename them later. The problem has also been bugged (by both of us), but more is more. Please assist/fix. Thanks.
