Three, actually. His third mission choice is to defeat Ursis, which IIRC is a CoT name. It's unusual, but not unheard-of to get three of the same faction. If it's a faction that you hate, you just zone out, zone in and reroll.
No wonder Paragon City is so overrun with crime half thier heroes are Lord Darkitty-Dark-Darkness types and the rest are CoT Mages with registration papers. And 1% ERP'ers in skirts.

All the enemies in the paper missions were CoT mages, and they put up little Resistance.

I've gotten a list of 2 identical missions on Hero and Villain characters since forever. Once in awhile, I even have all 3 the same mission. o_O
