Jetpack free code is only for NA users?

Edit2: Why must you be a resident of the US or canada? Its purely a code only so surely no restrictions would be in place? :S

You can purchase the booster pack for £2.99 on the NC Soft store and get the jetpack that way.
If it were something unique that was up for grabs, then yeah, it would be a shame that this was restricted to US residents only. But another temporary flight power? (Albeit with a different graphic) - I can't see that we're missing that much really ?
