best "proc toon"
Try a trick arrow/ arrow defender. go buckwild with them there proc's. put them in everything and get ready for mad chaos. just be prepared to deal with aggro in flash arrow if it goes off. I think there is a guide just for this kinda build.
I always think of Earth/Storm, Earth/TA, Plant/Storm or Plant/TA Controllers.
I had an idea like that once - turned into a very fun, if somewhat uneven character.

Because almost every proc will be going into AoE powers.

Tornado: skip as the base damage is too good to spend a slot on procs
LS: 1-2 (I prefer just 1, the Hold proc, as again the damage is very good)
Stone Cages: 2-3
Traps is really good for proc abuse, also.
Once upon a time, MM 'trops used to take PBAoE and targetted AoE sets, leading me to have 4 damage procs in caltrops. Considering it isn't all that tough to have 2 patches out at once ...
The most glorious abuse of procs, however, was Gas Trap. That sucker, back in I9 / I10 was monumentally over-powered -- think nuke-level damage on big spawns. IIRC, each mob hit would create a gas cloud. AoE procs could go off with each cloud. The power cycles /very/ fast. I remember showing up at zombie and Rikti raids and being told to leave -- 'cause my MM trapper was dropping mobs faster than entire teams could.

I miss my Poison Trap.

The power set that can accept the largest number of damage procs is DP. In my book that is its one and only claim to fame.
A Storm/DP defender would be your best bet for maximum damage procage.

i'm not necessarily (as my 2 exemples show it) aiming at damage proc only.
chance to stun, to hold, to placate... those "trick" proc appeal me a lot too.
of course as the chance to heal proc is sadly a so unfunny joke, that i may ignore it.

Chance to heal "can" be useful to a blaster. Entropic Chaos chance to heal slotted in the tier 1 and 2 primary, and the tier 1 secondary will allow a blaster to break sleeps since these can be fired while the blaster is mezzed.

What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.

My Earth/Storm controller has about 9 damage procs or so in her powers (specifically in AOEs). It is pretty cool.

i explain a bit.
i love the idea of having proc in every power.
i rolled a ice/thorn dominator with that in mind a while ago.
the idea was damage proc en coercive proc in AA+ damage proc in thorn trop and the chance for placate and chance for heal in the AoE sleep
the AA thing was awesome but ice still lacked hard control and thorn letal damage was really too weak (was before doms change )
then i tried a plant/rad controller for both carrion and choking cloud potential but i feel like there are better combinasion.
i do love patch or aura power (aka passive proc mule)
what would be for you the best toon to roll that would benefit a lot from proc ?
