Respeccing first lets you repick all your powers in levelling order, then reassign all slots after that in levelling order. Then place your enhancements that were previously in those slots, and sell the misfits.
There is no cost to respeccing unless you buy a recipe. You need to either complete a respec trial or get a freebie from some Issue updates.

I have a 50 in every AT, but Scrappers and Dominators are my favorites.
Respeccing doesn't cost any inf, you get to reassign all slots and all powers starting from level 1. All your slotted enhancements become "unlocked" and are pooled appart, which then you can reassign them back to your powers, or "sell" them back, and you get reimbursed the vendor cost of the enhancement (or the crafting cost, in the case of IOs)

During the time you level up you get to put slots into skills, and you pick out skills at certain levels. Now how does respeccing work? would i get to start all over on putting slots on skills? what happens to enhancments that are allready stuck on skill slots? how much influence does it cost to respec at 50? |
Okay, so you get to:
1) re-pick all of your powers (stuck with same AT and powersets, but repick powers and pool powers).
2) then put slots in those powers, in the order that they were chosen. Note: this means you can put a maximum of 4 slots in the very last power.
Also: If you exemplar down, you lose powers in reverse order from thier pick, so be careful.
3) All of your enhancements go into a 'bag' to draw from and put into those slots. Up to ten of them can go into your pocket for later sale.
4) Leftover enhancements are sold for FULL price.
5) You exit the respec and if needed, go buy enhancements for slots you chose to leave empty.

1) You can buy a recipe from Wentworths. Price varies.
2) You can get the same recipe as a random drop (very rare).
3) You get a free respec for every character as vet rewards. The first is at 9 months then every 12 thereafter (21, 33, 45, etc).
4) The Devs generally give a free respec (one for every character) when they release an update that changes existing powers.
5) You can buy one with Candy Canes while the Ski Chalet is open.
6) You can do a respec trial. You can earn a maximum of 3 ever (per character) this way.
7) Villains get one after completing a patron arc.
8) You can buy one with real money (if you're insane

I wouldn't wait until 50 for your first respec. But I kinda enjoy the respecing process.
As you get a free spec almost every issue, and you can only have one freespec per character, I tend to use one on a lot of characters right before the next issue.
Mostly for low level characters, but you can buy junk IOs from wentworths, eg a level 50 generic sleep might only cost 100 inf, at the end of the respec you can sell them for the crafting cost for a few 100k inf. Minor money compared to most market stuff, and probably less needed now thanks to emailing money but its still 1 million inf or so in the pocket. You don't need to be able to use the IO to buy it and sell it.
Plus I tend to upgrade IOs with characters that way when it's around the right time. Take out my lower level IOs and keep 10 to put back into SG storage or mail to other characters instead of just over writing them with the better ones.
It means I feel a bit freer trying powers knowing I'll be respeccing in a little while
It will also give you practise with respeccing to do it before a lower level.
If your connection or machine can be poor, I suggest going to a 'quiet' place in city. I also tend to turn the team window flag to not accepting.
I don't suffer from altitis, I enjoy every minute of it.
