Developers are doing a full-backup of the entire systems pending the within-weeks launch of Going Rogue. I suspect Television, Pohsyb, and Ghost Falcon are probably being held hostage with the threat of having to play Champions Online if they don't get the system backed up.
Whoa. That alone would be more than enough motiviation for me.
Yeah, it kinda sucks, but of something goes wrong with the launch of GR and the Market Merger (OF DOOOOOOOM!!), well, you'll be too happy for words that they took 12 hours of downtime to back everything up now.

If it means that they're going to fix all the server issues that have seem to become more and more prominent over the past week or so, than by all means, they can take all the time they need.
