I could see adding a few flying patrols.
Sky Raiders, Longbow and CoT, sure.
Goldbrickers, not so much.
And not just in open zones, but depending on the mission, you could put them on some of the more open instanced maps as well.
I'm pretty sure there actually ARE flying longbow patrols in Nerva, around their base and some of the southern islands. Ditto sky raiders near their base in Sharkhead.

I think they are only floating over the one spot or making small circles and close to ground. You can easily avoid them just flying over. They are not real danger if you don't attack first.
edit. The whole point of my suggestion is that there should be enemies on hi sky. Far far above you if you are running on ground. So hi that they will not aggroing if you are on ground but are real danger if flying high. I mean really high. Close at maximum height. Just inside of drawing distance so you can see them from ground and can see if someone is fighting against them.

While flashbacking to a lowbie mission with my Fire Blaster, I triggered a zone ambush by a bunch of Clockwork and with my normal settings of +3, I had a huge swarm of them come after me. It turned into an epic battle through the towers of Steel Canyon, trying to avoid them and at the same time blasting as many of them out of the sky as I could. Fast paced as it was, I was muching through inspirations and having to use the architecture to avoid all the electrical blasts that were sapping me dry too. It was a truly memorable experience so I say 'YES' to more flying patrols and more flying foes in general.

When I was just made my own account and was playing my main at low level mission I accidentally annoyed some flying clockworks. I tried to escape flying away but they hunted me down. I fell down from sky. It was cool. I died but I still remember that moment like one of funniest in the game.

Behemoth Overlords are the emus of demonology.
Anyway, I personally like Fly because it's relatively safe. You can usually get where you're going without Jackhole McVillainface trying to kill you. Plus, you get to admire the scenery along the way.
So, I'm actually against more flying enemies. Last thing I want is to be cruising over Peregrine Island on my way to somewhere or other and have a pair of Sappers drop me out of the sky. The Bane Spiders on the walls in Grandville are bad enough, my Brute ended up with Invisibility just so she could fly for two minutes without getting a Web Grenade (and attendant -Fly) in her face.

As far as Behemoth Overlords go, I dare say they're too big to fly. Not to say they COULDN'T fly because they're big, but rather that they'd look silly flying when they're this big. They look a lot more impressive with solid footing underneath them, I feel.
I'm also not sure I necessarily want to see the skies become any more dangerous to fly through. One of the benefits of Fly that people keep reiterating is the fact that it's safer, which excuses it for being by far the slowest.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

I had a thought yesterday as I was doing the Founders Falls Safeguard Mission: Why not put a few Crey Snipers on the roof to add the same sort of challenge that Villains get when they decide to Fly or Super Jump?
And include the same for the Peregrine Island Safeguard.
Whilst we're at it, Freakshow have a sniper class that could be employed in the Brickstown Safeguard, alongside the flying patrol mobs. (Although at the back of my mind I'm not sure that their level extends beyond 25 - could be wrong).
Nemesis have snipers too but they're cheap and annoying, so I'd be against having them positioned on the rooftops during Safeguards.
Thing is:
Flying Enemies = Fun
Snipers = Irritating
I long for epic battles racing between towers, blasting each other or occasionally closing to melee for a quick scrap, almost like jousting. Snipers just sit there and fire at you from miles away, often outside of your targeting range so you can’t tell where you’re being killed from.
Also, flying villains are ten a penny in comic books. How many times have we seen Superman duking it out with a foe above the skyline of Metropolis? Or seen Spiderman swinging his way through the city pursued by the Green Goblin on his glider? Whereas snipers are rare to say the least.
Fly is safe, hence its slowness. But as it has been buffed significantly since the game started, perhaps there should be some risk to using it as a travel power. Maybe the way to satisfy both parties is to put an invisible cap on how high foes will fly to try and fight you. So if you want to be completely safe, fly above that height. Whereas if you don’t mind the occasional scrap with a flying patrol, keep below it. Also, I think this should limited to only a few zones so only those where it’s appropriate, perhaps only hazard zones.

Maximum altitude is 900 yards (or feet? Probably feet anyway). So if flying enemies and fights happens about 300-600 feets range there's still 300 feets safe area up there. And like I said not fill the whole sky with enemies. Just a few patrols so you can get more funny moments. They are going to grey very fast anyway.
And snipers. Yeah they are annoying. Sometimes I'm wondering what are they doing. Are they keeping some kind of score list? How many superheroes you can annoyed without going to die.

It would be cool to see flying behemoth overlords sometimes. Perhaps as patrolling at some suitable danger zones. It would make more dangerous feeling if you can't fly 100% safe up there. Like we have to be careful at ground level why don't add some danger up to sky too?
Perhaps its good idea to add some other high flying patrols too. I mean like skyrangers in Striga isle, Longbow chasers in Nerva etc. Not like full of flying enemies but a few high flying patrols to make athmosphere. Yeah theres some flying patrols at ground level but its not same.
I'm just thinking skies are so empty right now.
