Ice tanks and IO's
Mine is Ice/Dark, and I'm building her for Softcapped Smashing/Lethal/Energy/Negative (and around 20% Fire/Cold) [All that of course not counting Energy Absorption at all], and perma Hoarfrost.
Perma Hoarfrost was the only answer I could come up with for the disgusting lack of resists and/or regen boosts in Ice Armor.

Well, Ice can soft cap to smash / lethal / energy / neg energy on SO's
So, you don't really need to chase after defensive IO boosts.
You really can't chase after resistance IO boosts since they are few and far between, and very few sets that an Ice tank has access to will allow you to slot for resistance.
Rather, for an ice tank, there are three things you do want to go for:
Recovery
Recharge
Regeneration
Ice Armor is the third heaviest active combat toggle set in the game. Only Stone Armor and Dark Armor's stackable toggles use up more endurance. However Granite is offset as only Mud-Pots and Rooted will stack with Granite, which places it in line with other defensive sets, and well... okay. No excuse for Dark. But I've bugged Castle so much on that I think he's ready to put all of my avatars in pink tutus.
Anyways: Ice Armor's heavy endurance drain is offset by Energy Absorbtion. You can top off a full endurance bar with only 3 enemies. However, this means you pretty much need to stay in mob combat to fuel your endurance consumption. Against Single Targets, Ice doesn't fare so well...
So, you'll want to focus on Endurance Recovery boosts to make up for those moments when you get stuck in a prolonged fight.
Next, focus on recharge. Remember, as your recharge increases, so will the amount of endurance that you consume. Double your recharge without doubling your endurance recovery, and you'll quickly be in trouble even with EA.
A higher recharge will bring EA around quicker, which will keep you topped up on Endurnace and Defense.
A higher recharge will also being Hoarfrost around quicker. It's more of a buff than a heal, but you can hit HP cap with it... and it really doesn't matter what your fighting... 3200 hp will boost your regen rate as well as increase the number of hits you can take.
Regeneration. Given that you can hit HP cap on Hoarfrost without really having to work the IO boosts, you'll free up slotting opportunities to work on having both Regen and Recov boosts in the same power sets.
Lastly, don't be afraid to Hibernate.
After softcapping, +Rechg and some S/L resistance is nice. Build up isn't needed but I would try to get it in as the +DPE gained saves on endurance. With good rechg and good use it is probably equivalent to Stamina if we brought the game down to 2 terms: input and output.

Steadfast Protection +Def unique (this is pretty much essential, and by itself will nearly eliminate the need for Maneuvers to soft-cap)
Reactive Armor (4 slots)
Mocking Beratement (4-6 slots)
Perfect Zinger (6 slots)
Aegis (3-5 slots)
Eradication (3-4 slots)
Kinetic Combat (4 slots--great set but very pricey)
Smashing Haymaker (4 slots)
Rectified Reticle (2 slots)
Thunderstrike (3-6 slots)
Basilisk's Gaze (2 slots)
Pulverizing Fisticuffs (3 slots)
Pounding Slugfest (3 slots)
For your defense powers, I think Luck of the Gambler and Gift of the Ancients have by far the best bonuses. If you don't get the LotG +Recharge, that set isn't super expensive, and GotA tends to be even less.
I don't recommend Red Fortune for a typed defense build; armor toggles usually don't need more than 4 slots, and it takes 6 slots to get a decent bonus with RF. Ice is easy enough to soft-cap that you shouldn't need to waste slots like that.
EDIT: I notice that you didn't mention the Fighting Pool in your OP; note that although you can soft-cap Ice Armor without Weave, if you want to soft-cap with minimal investment in IOs, Weave is definitely the way to go, and CJ is extremely helpful too.

I like 3 parts Shield Wall in my armors and a LotG 7.5%. In general, I go for Max HP, regeneration, and recharge. Even though I could get perma-HF with Hasten, I prefer to use it as a massive heal basically resetting the green bar in combat, so the Max Hp helps me save Hoar Frost for this. I also try to softcap SM/L/Eng/Neg without any application of Energy Absorption.
Here's my current build. Will likely change a few things come GR.

I got a quick IO question here for u guys
Do you always want to get the highest IO u can get, or do u settle sometimes, and figure 18% recharge is not much different from 19.5% (general example).
Are u always upgrading, or do u sometimes settle for a lvl 35 IO?
This is what I came up with, main thing was thinking about getting close to the soft cap w/o EA, then having EA fill in the other areas (energy+neg def), then the other area I thought about was regen.

I have a 50 Ice/Stone,
I slotted it out for max regen, he's not spft capped at anything but he's set up to jump into the middle of a mob with His Auras on and just regen faster than they can damage him while his icicles cut them into tiny bits. It's my, "I'm gonna go get a sandwich while you all die." build

Also, that's with EA hitting 11 targets. I'd much rather be softcapped without EA and have the boost from EA offset the +tohit on enemies or -def from them.
Here's my build. No where nearly as expensive as the one posted above. It's built to be a tankery tank tho, I didn't slot for damage on her.
Note that you can easily give out two of the slots in hasten and put them somewhere else, and you'll still have Perma Hoarfrost even with just one recharge IO in hasten.

I got a quick IO question here for u guys
Do you always want to get the highest IO u can get, or do u settle sometimes, and figure 18% recharge is not much different from 19.5% (general example). Are u always upgrading, or do u sometimes settle for a lvl 35 IO? |
I always try to slot my toons with IOs that are 33-40. That way the set bonuses can exemp down some with me on the likes of Citadel, Manti, and Numi. Or any of the shard TFs. Of course, some sets just cap at a much lower range than that, like Eradications, and basilisk gaze (caps at 30), miracle, impervium armor, reactive armor (caps at 40) to give a few examples.

I agree with you about being able to soft-cap S/L/E/NE without EA, but, wow, that's an expensive build. I'm sure it's very effective, but I wouldn't want the OP to think that you have to spend that much on IOs to get a decent Ice tank.

For example-- the build I posted actually has level 33 Gaussian's and Mocking Beratement even though I don't think I have it listed as such. I opted for level 50 Titanium Coatings because I wanted to get as close to ED capped resistance from just 3 slots.
Absorber, your build is a good start, though I'd recommend a few slotting changes:
1. Instead of a plain Acc IO as the fifth slot in for the Kinetic Combat sets, try one of the set IOs that has both accuracy and damage plus whatever else you want; the Mako's Acc/Dam/End/Rchg is a common choice. That way, you're to the ED cut-off for damage as well as having enough accuracy.
2. Anything slotted with just Eradication or Obliteration is going to be underslotted for end reduction, which is problem, especially for Icicles, a .52 EPS toggle. You can probably get away with one attack fully slotted with either set, and Lightning Rod is the obvious choice since it benefits most from the high recharge. I recommend just 3 or 4 Eradication and then finish slotting with another set, with emphasis on end reduction. Scirocco's Dervish is a good choice, since two slots give a 10% regen bonus.
3. Drop the full Scirocco's set in Thunderstrike, and replace it with Erad + Scirocco's like Jacob's Ladder and Icicles. That will get you to the soft-cap for E/NE without EA. If you wanted the F/C def bonus from the Scirocco's set, a better way to do it would be to take a slot from Thunderstrike or Hibernate and put a fifth Mocking Beratement slot in Taunt.
4. IMO, the best slotting for EA is to try to max out defense, recharge, and end mod. There's no end mod enhancement in your current slotting at all, so I'd recommend doing 3 or 4 defense set IOs with 2 or 3 end mod IOs.
5. Consider putting a Kismet +Acc in CJ; it's an easy way to get an additional 6% ToHit.

I really like that build, and was curious how much that would that would cost? (rough estimate)
And I imagine that you dont get everything all at once, so what should I focus on first? Defensive powers?
And general question: do you build ur enhancements (get them as recipies) or do u buy the enhancments. I can probably have anywhere from 10-20 mil on a toon by 30, if it cost more then 20 mil (which it probably will) whats a good way at making influence?

Procs are the exception. I slot them at the lowest possible level ... so as to preserve options in case I need to respec and have to unslot the proc in favor of something else.
I built my Ice/SS to soft cap S/L/E/N without energy absorbtion, its nice to have a bit of a def buffer when tanking the ITF for example. I also picked recharge as my secondary goal, as it adds to suvivability and damage.

My ice/ice/ice tank is my main toon. He's also my badger. I've had him for over 5 years now, and he's still my favorite toon!
I can't remember exactly what I put in him slotting wise off the top of my head (and I'm at work, so I can't check), but granted, since he's my favorite I splurged on him. His total build came around 2 billion.However, I can recommend on what to work on.
As previously mentioned in this thread, the 2 main areas I would concentrate on would be recharge and regeneration!
Ice is a defense heavy set, this means the hits that come in will be few and far between, so resistance is good, but regen is better. It means that when the hits do come in, they will heal quickly. Not to mention that the regen bonuses from sets are easier to find/slot than the resistance bonuses.
The other bonus to look for is recharge! Having lots of defense powers mean you can load up on LoTG +7.5% uniques! Which helps alot! (PS, slotting 2 LoTGs alos gives +regen). More recharge means more Hoarfrost, more Energy absoprtion, more Hibernate, MOAR MOAR MOAR!! :P
Which brings me to Recovery. Why dont I think it's as important as what other people say in this thread? Because with all the recharge bonuses I have, EA is up so often I dont even have time to run out of end. Mind you, I have EA slotted with 3 HOs(recharge/endmod) and 3 defense IOs.
Other than that, just keep in mind that in order to survive with a defense heavy/only set, you need to watch out for acc/ToHit heavy ennemies. AoE or PBAoE holds/debuffs are also a good thing to look into, in my case I have frozen aura, ice patch and slows!.

As an Ice/Ice, I'm still basing off that build, even though it's a few issues behind.
What type of sets do you want as an Ice Tank?
Would think that you would want to max defense, and add maybe resistance, regen.
I am a lvl 28 Ice/Elec looking for some advice
Was thinking about Red Fortune set for EA, but open to suggestions
