Low Level Recipes Redside Thoughts
My initial reaction was "Well, that depends on how far you're willing to delve into market philanthropy..." because, for me anyways, the spend cap on low level recipes like these is around 10k. I'm also not picky about the level; I pick things up from around 14-21 and just supplement anything I can't get right away with IOs.
However, upon further consideration, it may be possible to carve out a little niche for yourself if you are super dedicated and vigilant. People are uber rich these days, and if you controlled most or all of the supply you could probably ramp up prices a lot. The amount of guesswork and patience involved seems daunting though.

No expert here, but for me, I blow past those lower levels so it isn't worth slotting IO sets. I tried this with a Corruptor. It was such a pain trying to juggle and acquire salvage, as well as the recipes. There are so few spots on the market, as well as my own personal stores in the beginning. And that's probably another reason. I think most people who don't have room on the markets don't bother posting items where there are no bids. And conversely I don't think people want to waste market space to put in bids on items that aren't available anyway, in the hopes the order will be filled. So is it worth trying to fill a niche? I think it would take more than one person to turn that around.
I put a bunch up, I like having IOs early on because they are so much better than TOs and DOs. A level 18 triple is the equivalent to a +0 SO that will never expire and is cheap enough that come level 30 I can replace it without the twinge of wanting to wait for a respec to avoid wasting it.
Since you can't really get much salvage or recipes before level 10, and since TOs sell to the vendor for essentially nothing, I run the early levels in AE, roll tickets, get lucky with -kb, +regen, +acc, and +Def%s from time to time, and I slot or sell the attack IOs. I tend to hit level 15 with 8 to 12 IOs slotted, and 15 to 120 million inf depending on how lucky I got with the tickets. Most of the IOs at that level sell crafted for 100k to 300k, so it's really either selling en-masse or getting lucky.
Maybe I'll roll a bunch tonight and post them to help out anyone else in that range. I've got a brute and a scrapper parked who keep me supplied when my lowbies just can't do enough on thier own.

With the merger only 39 days away now I wouldn't give much thought to the red/blue markets' current status quo. Come August 17 a lot of chaos is coming our way.

Why is it again that lower characters have less space? I get it from a RP perspective, fine. And I get that higher level characters have the ability to generate more. But having few market slots at those lower levels (both to sell and to attempt to buy) really doesn't encourage market activity at those lower levels.

I noticed that the one vet reward increased salvage, recipe and market slots so they clearly tie the three together in their desired goals for players.
Then we see that as we level we start with enough space for 1 recipe and 4 salvage. It looks like their desire is we craft resulting in needing only one slot to sell enhancements. Of course, their plan came apart when it met the enemy (us).

Another way of thinking of it is that lower level characters have less business to do.
Level 22, you have something like 32 slots total. Level 50, you have 93. 1/3 the market slots for 1/3 the character slots might be a reasonable view to take, if you were throwing guesses up.
Or you could think of it as another reward for levelling up, like the extra character slots are.

All redside market activity:
I slotted a few of my ranged toons (kin and dark cors for example) with sets with +acc at low levels (10-25) so I could slot only one acc in other powers, but most of the time its only worth it for frankenslotting.
I posted all my low level IOs that I used for like 25k each at the end of i15 (total of 30 IOs or so) and they sat filling slots on average for 7 weeks and sold for an average of like 105k (with one selling for almost a million so the median was closer to 30k). If more people didn't blow through levels 10-30 I think this might be a rational strategy but the market for these IOs is very thin redside (and probably blueside too). The good news is the slots didn't really require work and I did make a profit plus get the use value...but from a profit/slot standpoint it was a poor use of a market slot.
If IO sets worked like common IOs and came in 5 level increments (30, 35, 40) rather than 1 level increments (30, 31, 32) the shallowness of these pools wouldn't be so extreme and a market might develop. I've suggested this about 100 times to no avail though so I don't expect it to develop.
I can make more in a single sale of a crafted high level common, than I can get from most of these low level sets.
I put em up when I get em, but there just is not the general demand, and they sit for ages.
On a field crafter this costs me turnover and inf. On a rarely played alt, I'll leave em there until I need to slot.

I picked this up following Fury's exploits over in the Soldier of Arachnos Tread:
At level 12, I was hoping to buy a pair of level 15 Acc/Dmg IOs for each attack, so Fara would have better than average damage and accuracy for her attacks until she starts upgrading again in her late teens/20s. I did a search for recipes and enhancements and was disappointed that there simply weren't any available. Actually, there were 2 available, a couple of Far Strike Acc/Dmg recipes which the seller wouldn't even part with when I pid 500k for them apiece. It's not like I couldn't afford 500k, but these are "throwaway" IOs that will quickly be upgraded, and designed to give just a modest boost. I just ended up buying DOs. :P
I think the reason why IOs such as these aren't available stem from a number of reasons, but could mostly boil down to the lack of market volume. If sellers could assume that their low level recipes would sell, they'd be more inclined to list them. However, since market volume is so low, they have no / little incentive to list things and hence availability becomes poor. In a sense, poor availability is a self-fullfilling condition that is fed by a perception that it's simply not worth listing things because stuff doesn't sell.
Anyways, I'll get off of my soapbox. I'm looking forward to the merged market that is coming with GR. Hopefully, I won't have as much of a gap until next update.
I'm not sure if there are even any blue side. I like to roll in the 10-14 range anyway but I normally delete everything but the prime recipes.
I'll try it tonight and see what happens.
