Re-Zoning
For as long as I can recall paper/scanner missions the only way to get a different set of 3 mission offers was to zone. However with I17, you can take a scanner/paper mission you don't want, abandon it and then when you check the scanner again its a new set of 3 to choose from. Now you don't have to zone to play mission roulette. Yay for stealth QoL enhancements.
Re-Zoning after getting a radio selection you don't like will enable a new offer of different choices, hopefully one more to your liking.

As I hear it, taking a paper mission and then abandoning it will refresh your paper mission list without zoning.

The abandon trick works for all regular contacts that give out random missions, as well.
For instance, in PI you have several contacts that give out random non-story arc AV fights but some of them you'd rather not deal with right away. Or maybe you're on a AV team and the only mission you're getting is the timed Shadowhunter mission and your team is too busy to change gears before time is up.
Take the mission and abandon it, and you'll get another random selection. Although once you've used up all the preferred missions you're only going to be bouncing around between all the timed or painful missions.

You can also use it heroside to get past a lot of the filler some contacts insist on giving out and just get to the arc.

I was going through the 45+ Carnival of Shadows arc for the merits when I hit the first "Arrest more Carnival minions than exist on Peregrine Island!" It struck me that I could do radio missions, but when I checked there were no Carnival in sight. I had to abandon whichever mission I picked about 5 times before one showed up, but the defeats counted, so I was thrilled. Never going to fear those missions again.
